Delegates bring many wishes of voters to the 3rd session of the 14th National Assembly
Today (May 22), the 3rd session of the 14th National Assembly officially opened in Hanoi with many important contents that voters nationwide are looking forward to.
Many wishes of voters sent through National Assembly Deputies before the session showed that voters are particularly interested in the issues of corruption and waste; law-making work; supreme supervision report on food safety and hygiene; and the story that has not been resolved through many sessions, which is "good harvest, low price", "good price, bad harvest".
This session took place right after the 5th Central Conference ended with the issuance of 3 important Resolutions for the country's socio-economic development and consideration of handling of cadres.
Meeting with voters, delegate Nguyen Quang Tuan, National Assembly Delegation of Hanoi, said that through National Assembly delegates, voters of the city sent to the 3rd session of the 14th National Assembly many macro-level contents and contents directly related to the people. These are the situation of buying and selling positions and power, administrative reform, streamlining the payroll, the issue of suspended sentences, the issue of renovating degraded apartment buildings. Along with voters nationwide, voters of Hanoi are also particularly interested in the contents of corruption prevention and recovery of corrupt assets.

Delegate Nguyen Quang Tuan said: “Voters want the National Assembly to listen and make decisions. Most of those opinions focus on fighting corruption and recovering corrupt assets. As we know, in the past, many anti-corruption cases were resolved, but the rate of money recovered from fighting corruption was only about 8%, which is very low compared to the reality of what we lost. And compared to other countries in the region, we are also very low."
As this is a mid-year session, the National Assembly will spend most of its time on law-making. The National Assembly is expected to consider and pass 13 draft laws, 5 draft resolutions, and give opinions on 5 other draft laws.
Delegate Pham Tat Thang, Vinh Long delegation, said that the corruption situation is also caused by the loose regulations of the current Anti-Corruption Law. Although there are quite specific regulations on subjects who must publicly declare their assets and income during the process of applying for candidacy, nomination and annual declaration of additional assets in agencies and units, in reality, this work is still quite formal. Therefore, it is necessary to soon amend the current Anti-Corruption Law.
"I see that there are no specific instructions for the declaration and there are no requirements to control the declaration. The declaration is only voluntary and the receiving agency knows, but there is no verification, comparison and especially there are no specific regulations to control how we process and use the declaration in the fight against corruption" - delegate Pham Tat Thang expressed.
At this session, the National Assembly is also expected to spend about 6 and a half days to review, discuss and decide on issues such as the Government's reports on additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2016; the implementation of the socio-economic development plan and the state budget in the first months of 2017; approval of the 2015 state budget settlement; and the separation of compensation, support and resettlement into sub-projects to implement the Long Thanh International Airport Project.
Particularly interested in the report of the National Assembly's supreme supervision of the implementation of policies and laws on food safety in the period of 2011-2016, delegate Don Tuan Phong, An Giang delegation said: "We are interested in reflecting the issues raised by voters through voter meetings. Especially for the Mekong Delta and An Giang province. That is the issue of food safety and hygiene, this is a long-standing issue, people want to access safe food sources. I know that this time the National Assembly has a report of supreme supervision of food safety and hygiene in the period of 2011-2016, hopefully there will be more information to report to voters".
Through contact with voters, National Assembly deputies also said that voters are very concerned about the living environment and agricultural production environment. Because the pollution from industrial zones makes many agricultural areas unable to produce. The situation of "sand bandits" still occurs as a challenge to the government. In addition, the story of good harvest but low price, good price but bad harvest continues to recur, the latest is the situation of domestic pork prices falling sharply, causing great damage to farmers.
Delegate Ngo Sach Thuc, Bac Giang delegation, expressed his opinion: “The story of “good harvest, low price” has deep roots, the people’s opinions and aspirations are very correct, but we see that we need to innovate and promote agricultural restructuring more strongly and deeply. This is a story that if we continue to apply the current household production method, the story will not only apply to pigs, or this fruit or that fruit, but it will continue to happen in other areas as well. Therefore, there needs to be planning and promoting the transformation of production methods, at the same time, the Government, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development need to sign an export coordination program for the markets we have relations with that have potential”.
Current events and issues that directly affect the lives of voters are always filtered and brought to the National Assembly by delegates. It is hoped that National Assembly delegates will uphold their sense of responsibility to the people, contributing to making the elected body a place where people can truly place their trust and aspirations./.
