National Assembly Delegate of Nghe An: Loss, waste and abuse must be strictly handled.
(Baonghean.vn) - This is the opinion of Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, National Assembly delegate of Nghe An Delegation in the morning discussion session of May 25 when referring to the implementation of national target programs.

DIGITALIZING POOR AND NEAR-POOR HOUSEHOLD DATA
Regarding the contents of the socio-economic situation, the delegates of Nghe An delegation had many opinions. Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee acknowledged the Government's achievements in managing socio-economic development.
However, according to the delegate of Nghe An Delegation, it is necessary to assess more clearly the limitations of the economy, especially when assessing that GDP growth is not as planned, it is necessary to point out the sectors and fields that have not been achieved; under the responsibility of specific ministries and sectors, not making general assessments.

Regarding this issue, regarding the socio-economic development direction in 2022, according to General Thuan, the Government needs to carefully assess the impact on the country's socio-economic development in the context of rising prices, disrupted supply chains, especially the impact of the war between Russia and Ukraine.
“In this context, we need the consensus of the entire Party and people, and especially the very strong and flexible direction of the Government; it is necessary to clearly identify the sectors and fields that are still facing many difficulties in recovery and development after the Covid-19 pandemic; thereby having specific solutions,” he said.
Regarding the implementation of national target programs, Major General Tran Duc Thuan suggested that the Government manage and direct with a spirit of not spreading out; investment must be focused, key, and effective; at the same time, there must be a mechanism to inspect and supervise the implementation; if corruption and waste are detected, they must be strictly handled.
“Any cases of loss, waste, or abuse must be strictly handled,” General Thuan said, suggesting that there must be a mechanism and directive to “ring the bell from now on” so that those responsible for the implementation of capital for national target programs must be highly aware of the effective use of capital.

Regarding budget revenue and expenditure, through analyzing the developments and situation in 2021, delegate Nguyen Van Chi - Deputy Chairman of the National Assembly's Finance and Budget Committee, delegate Doan Nghe An suggested that all relevant agencies need to pay close attention to ensure the effective use of planned resources into the economy in 2022 and 2023.
Delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, through analysis in 2021, the whole country had 7/12 targets achieved, including the target on the rate of trained workers; however, the target on the rate of labor productivity growth was not achieved. According to the female delegate of Nghe An Delegation, this points to the problem that although the quantity is achieved, the quality is not. Therefore, the delegate proposed to clarify this relationship as well as the quality of training associated with the address of the trained workers.

Regarding poverty reduction, delegate Vo Thi Minh Sinh expressed concern that when approaching poverty according to multidimensional criteria, the poverty rate is still high, especially in border communes across the country. According to the delegate, there should be strategic solutions for people in border areas; along with that, it is recommended that there should be policy changes so that poor households can escape poverty sustainably, avoiding the mentality of waiting and relying on others, being able to endure hardship but not being able to work hard.
In particular, according to delegate Vo Thi Minh Sinh, it is necessary to be more proactive in having digital transformation solutions, especially building a database system on the needs of poor and near-poor households to have sustainable poverty reduction solutions.
A DEEPER ASSESSMENT OF INSTITUTIONAL REFORM
One issue that the Nghe An delegation focused on was institutional reform. Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee assessed that for the first time after many terms, the awareness of the role and importance of institutional reform in our country is very clear. Institutional reform has also identified very specific goals such as decentralization, delegation of power, improving business institutions; taking people and businesses as the center; the way of doing things in this term is also very drastic.

However, according to the delegate Doan Nghe An, the quantity and quality of the institution are still problematic. Citing data from 1996 to present, the National Assembly has issued an average of only 15 draft laws each year. If this pace is maintained, it will be very difficult for the National Assembly to complete the goal of law-making during the 15th term.
On the other hand, there are many issues that need to be considered regarding the quality of institutions as some newly enacted laws have required amendments and supplements.
Citing a report from the World Bank, in the past 50 years, only 18 countries in the world have overcome the middle-income trap, such as Japan, South Korea, Singapore, etc. The most important lesson is that these countries have improved the quality of their institutions, especially the institutions for developing a market economy. Therefore, delegate Hoang Minh Hieu suggested that the Government's report on the socio-economic situation should include a deeper assessment of institutional reform.

Also related to this content, delegate Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee on Culture and Education said that our country's policy mechanism system in all fields is very synchronous, but the issue of policy coordination and choosing which content to prioritize first needs to be considered. According to the delegate, in the Government's report on socio-economics, there is a lot of focus on developing traditional economic sectors without really paying full attention to areas with great potential and that can promote strengths in the future, especially for the cultural sector. This is the content that the delegate suggested needs to be considered.
