CARE ABOUT AGRICULTURE, RURAL AREA, FARMERS

At the conference, local voters had many opinions on agricultural, farmer and rural development. Accordingly, voters reflected that since the hydropower plants on the upper Lam River were built, the water level has been erratic, not following the rules from the past until now, disrupting people's lives and production.

The manifestation is that during the rainy season, the river water rises quickly, causing some localities to be flooded quickly; or when hydroelectric plants do not discharge water, the water level drops so low that pumping stations have to connect the taps, and some pumping stations cannot even connect the taps because the water level drops too low.

Therefore, to ensure agricultural production, Mr. Nguyen Phuong Phu - Vice Chairman of Thanh Chuong District Farmers' Association as well as many voters suggested re-surveying the consequences of hydropower construction to find long-term solutions.

Other opinions of voters also suggested that the National Assembly recommend that the Government direct relevant ministries and branches to develop a suitable hydropower operation schedule, harmonizing the purposes of flood and drought prevention and ensuring people's daily lives.

Voter Nguyen Phuong Phu also proposed that the National Assembly conduct supreme supervision on input materials for agricultural production such as fertilizers, animal feed, etc. to ensure quality and reasonable input prices; as well as take measures to create output for agricultural products.

Many voters, including Mr. Nguyen Thuc Nhac, Ngoc Son commune, pointed out the current situation of facilities in many schools and classrooms, which are both lacking and degraded. However, the annual budget allocation is small, while the collection of construction contributions from students is exempted, and socialized contributions are also not much; therefore, this voter suggested solutions to invest in facilities to ensure the quality of teaching and learning.

Also at the conference, voters of Thanh Chuong district reflected that floods often occur every year, causing significant damage to civil works and dikes (the 2022 flood caused property damage of over 100 billion VND), and to overcome it, a huge amount of resources are needed. While the resources mobilized from the people and localities are limited, voters requested that all levels and sectors support the repair of civil works and dikes.

At the same time, opinions also proposed to support funding, science and technology to research and restore breeds to preserve breeds, reproduce to restore production, create product brands; pay attention to producing and supplying large timber forest varieties to serve production to replace acacia trees.

In addition, voters also proposed a number of other contents such as: increasing the regime for block and hamlet cadres; arranging cadres to be elected as President of the Farmers' Association...

At the conference, Chairman of Thanh Chuong District People's Committee Trinh Van Nha discussed a number of issues of concern to voters under the district's authority; at the same time, he made recommendations to interested National Assembly delegates, with opinions suggesting that the authorities allocate capital of about 100 billion VND to build a bridge to replace the suspension bridge over Giang River on National Highway 46C, connecting Thanh Lien Commune with Phong Thinh Commune, which is currently degraded. This is the only suspension bridge on the National Highway in Nghe An Province.

EXPECTED TO ARRANGE AND DEPLOY ABOUT 1,600 COMMUNE LEVEL OFFICIALS AND CIVIL SERVANTS WHEN MERGER COMMUNES IN PHASE 2

Speaking at the meeting with voters, Comrade Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, National Assembly Delegate of Nghe An province informed voters about some outstanding results in the work of Party building and rectification; the work of preventing and combating corruption and negativity in the past time; as well as new and outstanding points in the activities of the National Assembly and the Government; the effectiveness of the Party's foreign affairs, State diplomacy, people's diplomacy; the increasingly high position of our country in the international arena...

In particular, the Chairman of the Central Committee of the Vietnam Fatherland Front affirmed: Democracy in society, consensus of the people in the face of difficult, new tasks, and difficulties of the country; the strength of great national unity, fine cultural traditions; the intelligence and creativity of the Vietnamese people are strongly promoted, thereby contributing to the development of the country.

Receiving voters' opinions, comrade Do Van Chien said: The Vietnam Fatherland Front Committee will study and propose to the Party and State to have more policies to support agricultural production in the context of industrial difficulties, to stabilize the lives of farmers and rural residents, including the unemployed in industrial zones returning to rural areas.

Speaking at the meeting with voters, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy informed about some outstanding results of the province in socio-economic situation and social security work in recent times; and at the same time answered voters' recommendations.

Regarding the temporary suspension of recruitment, reception of civil servants and public employees, addition of Party committees, appointment of leaders and managers at district and commune levels according to the policy of the Provincial Party Standing Committee, comrade Thai Thanh Quy said: According to preliminary statistics, the whole province has 88 communes subject to merger, including related communes, it is expected that there will be a total of 111 communes subject to merger in phase 2. Correspondingly, there are about 1,600 cadres and civil servants to be arranged in the coming time.

Therefore, the Provincial Party Secretary hopes that the district and commune levels will support the temporary suspension to fundamentally solve the problem of arranging the staff and civil servants when merging the commune level in phase 2 nationwide in the coming time according to the policy of the Politburo.

Regarding the recommendations on infrastructure investment, especially the bridge over Giang River and Phuong Bridge, the Provincial Party Secretary suggested that the district should select them to propose to the province, possibly in the upcoming public investment period, to focus the resources of the province and district to implement key projects, while studying land mechanisms to have more investment resources in the area. The viewpoint is to invest with focus and key points.
