The 27th Congress of Yen Thanh District Party Committee held its 2nd working session.

Attending and directing the congress were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council. Also attending were comrades in the Provincial Party Standing Committee: Cao Thi Hien - Vice Chairman of the Provincial People's Council; Ho Phuc Hop - Head of the Provincial Party Committee's Organization Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Chairman of the Provincial Fatherland Front; Nguyen Nam Dinh - Secretary of the Provincial Agencies Party Committee.

Also attending the congress were leaders of departments, branches and sectors; leaders of Dien Chau, Quynh Luu, Do Luong, Thanh Chuong, Tan Ky, Nghia Dan districts, Cua Lo town and 268 official delegates, representing more than 12,000 party members of 82 party organizations under the Yen Thanh district Party Committee.

Previously, on the afternoon of May 17, at the first session, the Congress elected the Presidium, Secretariat, and the Delegate Qualification Examination Board. At the same time, it approved the program, regulations of the congress, disseminated the election regulations within the Party; reported on the synthesis of comments on the draft documents submitted to the 27th Yen Thanh District Party Congress, term 2020 - 2025; and reported on the Draft Action Program to implement the Resolution of the 27th District Party Congress.

Entering the second session, the congress listened to comrade Nguyen Viet Hung - Secretary of the District Party Committee, Chairman of the District People's Council briefly present the Political Report of the Party Executive Committee of Yen Thanh District, term XXVI, 2015-2020.

The report stated that after 5 years of implementing the Resolution of the 26th District Party Congress, Yen Thanh has achieved many important results, basically all targets and tasks have been achieved and exceeded the set plan.

The economy is growing rapidly and shifting in a positive direction. The average annual economic growth rate in the period 2016 - 2020 is estimated at 9.50%. Of which: Agriculture - Forestry - Fishery increased by 3.90%; Industry - Construction increased by 13.65%; Services increased by 14.55%. Average income per capita in 2020 is estimated at 47,515 million VND, an increase of 182% compared to 2015.

Total budget revenue in the area for 5 years (2016 - 2020) is estimated at 1,591 billion VND, an increase of 1,400 billion VND during the period, an average annual increase of 12.2%, achieving the set plan and increasing 1.8 times compared to total budget revenue in the period 2011 - 2015.

Yen Thanh has gradually promoted the strengths of the agricultural district; restructured the agricultural sector associated with new rural construction. Agricultural production has been oriented towards commodities, transforming the structure of diverse crops and livestock, breaking the monoculture; many scientific, technical, technological advances and new varieties have been introduced into production, creating high productivity and added value.

The total mobilized budget for new rural construction in the 2016-2019 period reached nearly 7,000 billion VND. As a result, by 2019, 38/38 communes met new rural standards, exceeding the congress target (27-29 communes), an increase of 25 communes compared to 2015. Notably, on April 16, 2020, the Prime Minister signed Decision No. 524/QD-TTg, recognizing Yen Thanh district as meeting new rural standards in 2019.

Administrative reform; emulation and rewards; science and technology; resource management and environmental protection are increasingly focused on and implemented effectively. Culture and society have made much progress.

National defense and security were maintained, social order and safety were ensured. Party building and political system building had many positive changes; the strength of solidarity, unity within the Party and social consensus was promoted.

The Secretary of Yen Thanh District Party Committee also presented the general direction, goals, and main targets until 2025, in which the general goal is to build a clean and strong Party and political system; promote democracy, strengthen solidarity and discipline; promote innovation; take advantage of opportunities associated with mobilizing and effectively using resources, promoting economic growth, appropriate structural transformation, with synchronous and gradually modern infrastructure; ensure national defense and security; comprehensively and synchronously develop cultural fields, constantly improve the material and spiritual life of the people; build advanced and exemplary new rural areas; bring Yen Thanh district to develop rapidly and sustainably.

The Congress also heard a report reviewing the leadership and direction of the District Party Executive Committee, term XXVI, 2015-2020, in areas such as: implementation of political tasks; socio-economic development, national defense and security; Party building, political system building. Reviewing the issue of innovation in leadership methods, style and working manners.

From the advantages, disadvantages and causes, 6 lessons have been drawn, such as: Building and promoting the strength of solidarity and unity in the Standing Committee, the Standing Committee, and the Party Executive Committee on the basis of respecting the Party's organizational and operational principles, especially the principle of democratic centralism; mobilizing collective intellectual strength, promoting the spirit of personal responsibility, daring to think, daring to do, daring to take responsibility.

In addition, it is necessary to innovate the content and leadership methods of the Executive Committee and the Standing Committee in accordance with practical operations; to closely follow the grassroots, sectors and fields, grasp the situation, proactively and flexibly remove difficulties and obstacles, and at the same time promptly direct the handling of problems arising at the grassroots level;...

At the Congress, delegates listened to 6 presentations, focusing on the following issues: Promoting agricultural production associated with high technology; Workpropaganda and education in new rural construction;Strengthening the leadership role of Party committees and authorities in education and training; Lessons learned in new rural construction in Tan Thanh commune; Ensuring security and order, social insurance for all people and the role of union members and youth in the task of socio-economic development.

According to the opinion of delegate Nguyen Van Duong - Member of the District Party Committee, Head of the District Department of Agriculture and Rural Development: "The Political Report of the Congress clearly stated that in the 2020-2025 term, the average growth rate of the agricultural sector strives to reach 3-4%, by 2025 the proportion of the agricultural sector will account for 30-32% of the structure, with 6-8% of the production area applying high technology.

To achieve the above goals, it is necessary to strengthen the leadership of all levels and authorities, clearly define the roles and responsibilities of leaders. Promote propaganda work, implement planning and land use, mobilize people to accumulate land to form large fields. Innovate and develop production forms, attract businesses to invest, build sustainable linkage chains, and build product brands.

Delegate Thai Son - Member of the Standing Committee, Head of the Propaganda Department of Yen Thanh District Party Committee said that propaganda and education work plays a leading role, thereby creating unity in the Party and consensus in society. To build a new, advanced and exemplary rural area, it is necessary to promote the important role of propaganda and education work; closely follow the construction process at the grassroots level, highlight good practices, and praise typical individuals to create a spillover effect. Enhance the core role of oral propaganda, effectively use the team of reporters. Organize direct propaganda for people, businesses, cooperatives, and farms so that people can join hands in building new rural areas.
