Party Congress of Nghe An Department of Education and Training for the term 2020 - 2025
(Baonghean.vn) - On the morning of May 28, the Party Committee of the Department of Education and Training of Nghe An held the 16th Party Congress for the 2020-2025 term. Attending and directing the congress was comrade Chu Ba Long - Deputy Secretary of the Party Committee of the Provincial Agencies.

Highlights in education and training
In the 2015 - 2020 term, the Party Committee of the Department of Education and Training has led the work of advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many important guidelines and policies to serve the state management work in the field of education and training with 7 Resolutions, 2 Projects, 12 Plans, 23 Decisions and 6 Directives. In particular, the programs, plans, and projects to implement Action Program 33-CTr/TU to implement Resolution 29 - NQ/TW on fundamental and comprehensive innovation of education and training.
The sector has also implemented well the Planning and Development Plan for Education and Training. Therefore, as of March 2020, the whole sector has reduced 47 public service units with 3 kindergartens, 19 primary schools, 12 secondary schools, 1 Project Management Board and 12 Continuing Education Centers, reducing 75 separate schools.

In addition, the education sector is one of the leading sectors in streamlining, having reduced nearly 2,000 employees. In particular, the units under the Department of Education and Training have reduced 174 heads of professional groups and 73 deputy heads of professional groups, reduced 71 heads of office groups and 54 deputy heads of office groups; reduced 47 heads and reduced 13 deputy heads.
This is also the term in which the whole sector has focused on implementing Resolution No. 29 on comprehensive fundamental innovation in education and training. Thereby, the sector has focused on building models for implementing innovation, advising on building and piloting high-quality key secondary school models in Nghe An province, period 2019 - 2023 at 14 secondary and high schools. Seriously, scientifically and effectively deploying new school education models in primary and secondary schools, SEQAP and VVOB project programs.

In particular, in the past 5 years, the whole sector has invested in building 557 new classrooms, eliminating bamboo classrooms, temporarily borrowing for 115 kindergartens and primary schools in extremely disadvantaged communes and promoting the purchase of teaching equipment. By the end of 2019, the whole province had organized inspections and proposed to recognize 157 new schools meeting national standards, bringing the total number of schools meeting national standards in the whole province to 1,104, a rate of 72.68% (exceeding 2.68% compared to the target set by the Congress).

This is also the premise for improving the quality of education. Thanks to that, in recent years, the quality of general education has continued to be firmly affirmed, the results of excellent students at the national, regional and international levels continue to maintain the leading position in the country in terms of education quality. Scientific research and writing of scientific research projects continue to receive attention. From 2015 to 2019, the whole industry had 2,874 scientific research projects sent to the scientific council at the industry level for consideration, of which 1,765 scientific research projects were recognized as provincial-level scientific research projects (an increase of more than 174 scientific research projects compared to the previous term).
Innovation and improvement of comprehensive education quality
At this congress, with a frank and objective spirit, the delegates also had many discussions to improve the efficiency of the sector's operations in the coming period. In particular, focusing on solutions to improve the quality of key and mass education, the work of encouraging learning, encouraging talents to build a learning society, solutions to build national standard schools...

Speaking at the congress, comrade Chu Ba Long - Deputy Secretary of the Party Committee of the Provincial Agencies Bloc highly agreed with the report of the Party Committee of the Department of Education and Training and acknowledged the results that the education sector has achieved in the past term. This is a great effort of all Party members and cadres and employees in the whole sector.
In the coming term, comrade Chu Ba Long suggested that the sector should review and re-evaluate a number of key projects to advise the province on the tasks of the education and training sector in the coming period.

In addition, continue to implement Resolution 29-NQ/TW on fundamental and comprehensive innovation in education and training, paying attention to improving the quality of the teaching staff.
In the immediate future, we must standardize the existing teaching staff, pay attention to restructuring the apparatus, and resolve the surplus of teachers. In addition, we need to continue to pay attention to key education and find solutions to improve the quality of mass education.

The Deputy Secretary of the Provincial Party Committee of Agencies also suggested that the Party Committee should specify practical actions and models to improve the effectiveness of implementing Directive 05 on Studying and following the moral example of Ho Chi Minh. Improve the quality of Party cell activities in a concise, clear, focused and key direction and promote the role and responsibility of the Party cell leader.

With a spirit of democracy and high consensus, the Congress elected the 16th Executive Committee of the Party Committee of the Department of Education and Training for the 2020-2025 term, consisting of 11 comrades.
The Congress also elected a delegation to attend the 20th Provincial Party Congress of the Provincial Agencies Bloc, term 2020 - 2025, including 5 official delegates and 1 alternate delegate.

Comrade Thai Van Thanh - Director of the Department of Education and Training was re-elected as Secretary of the Party Committee of the Department of Education and Training. Comrade Chu Van Long - Head of the Organization and Personnel Department held the position of Deputy Secretary of the Party Committee.
The 16th Party Congress of the Department of Education and Training (term 2020 - 2025) set out a number of targets:
+ Improve the quality of consulting, perform well the state management work, lead cadres, party members, and civil servants to perform public duties to satisfy the people. Every year, the Department of Education and Training is classified as a unit that has completed its tasks well or better. Every year, the Department has from 3 to 5 specialized departments and offices achieving the title of Excellent Labor Collective.
+ Strive to have over 75 - 78% of schools meeting national standards by 2025, of which 35% of schools will meet level 2 standards. Review and merge appropriate educational institutions of the same level. After merging commune-level administrative areas, strive to reduce 10% of focal points according to regulations.
+ Advise on approving the student-to-class ratio of each level of education in accordance with the material facilities and requirements for innovation of the new general education program of each educational institution.
+ The mobilization rate of children aged from 3 months to under 36 months by 2025 will reach 30%; Children aged from 36 months to under 72 months by 2025 will reach 95%.
+ Build a model of public educational institutions in towns, cities, and townships to ensure 25% autonomy in regular expenditures by 2025.
+ 100% of primary schools organize 2-session/day teaching programs to meet people's needs.
+ Improve the quality of secondary education in mountainous districts and the quality of foreign language teaching in the province on a national level.
+ Constructing additional 4,813 classrooms (1,524 kindergartens, 1,254 primary schools, 366 secondary schools, 141 high schools, due to the increase of 1,528 classrooms); 5,730 functional rooms (757 kindergartens, 1,843 primary schools, 1,615 secondary schools, 1,515 high schools)
+ Strive to have 30% of junior high school graduates enter vocational training by 2025; 50% of high schools have vocational training links for students in need; Improve the rate and quality of 5-year-old preschool education, strive for the whole province to reach level 3 for primary and secondary education. By 2025, the literacy rate for people aged 15 and over will reach 99%, of which the literacy rate for people aged 15 to 35 will be 100%.
