Nghi Xuan Commune Party Congress (Nghi Loc), term 2020 - 2025

On June 18 and 19, Nghi Xuan Commune Party Committee, Nghi Loc District held the 30th Congress, term 2020 - 2025.

Attending the Congress were comrades: Nguyen Tien Dung - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee; Le Van Dung - Deputy Secretary of Nghi Loc District Party Committee; leaders of specialized departments and offices of the district and 222 party members representing 445 party members in the entire Party Committee.

During the past term, despite many difficulties, thanks to many synchronous solutions in leadership and implementation of tasks, the socio-economic development speed of Nghi Xuan commune has changed a lot.In 2014, Nghi Xuan commune was honored to be the first unit of Nghi Loc district to reach the new rural finish line.

The targets set by the Resolution of the 29th Congress were basically achieved. The annual economic growth rate reached a high of 12.2%; the economy shifted towards increasing the proportion of services, small-scale industry and construction; reducing the proportion of agriculture and fishery. With rapid and sustainable growth in all fields, the total production value in 2020 of Nghi Xuan commune is estimated at 383 billion VND (reaching 101.4% of the Resolution set by the Congress). The average income per capita in 2020 is estimated at 53 million VND/year (increased compared to the Congress target).

Although not a strong point, the agricultural production sector has received local attention, with investment in the transportation and irrigation systems; field improvement, active application of science and technology in production; crop conversion, and reasonable arrangement of crops and livestock. Building a number of effective models such as hybrid corn cultivation, commercial buffalo and cow farming, and free-range chickens has brought high economic efficiency.

Strengthening traditional occupations in the direction of catching and processing seafood, promoting the fishing value of 37 fishing vessels, establishing fishing and processing groups, building 2 models of seafood processing and freezing to bring high economic efficiency.

In particular, taking advantage of the surrounding areas of Vinh city and Cua Lo town, along with investing in and upgrading Mai Trang market and convenient traffic conditions, people have boldly invested in the business and service sectors. Up to now, the whole commune has nearly 40 companies and enterprises located in the area; 526 wholesale and retail establishments; over 16 auto, motorbike and motor vehicle repair service establishments; 25 food service establishments... contributing to job creation and increasing income for workers.

In addition, the locality also propagates and mobilizes people to work abroad. Up to now, there are over 1,000 workers working abroad in countries with high and stable incomes, contributing to increasing the number of well-off and rich households. As a result, the total production value in this field reached 342.8 billion VND (accounting for 89.3% of the total production value of the whole commune), contributing to reducing the poverty rate to 0.8% (the Congress target is 1%).

The movement "All people unite to build a cultural life in residential areas" continues to be promoted, the rate of cultural families reaches 86 - 89% every year. The quality of educational activities is increasingly improved. Up to now, primary schools have met national standards level 2; kindergartens have met national standards level 1.

Speaking at the Congress, comrade Nguyen Tien Dung - Deputy Secretary of the District Party Committee, Chairman of Nghi Loc District People's Committee suggested that in the 2020 - 2025 term, Nghi Xuan Commune Party Committee needs to continue to improve the leadership capacity, fighting strength of the Party organization and the quality of cadres and Party members; focus on exploiting all resources, accelerating growth rate, strongly shifting the economic structure towards industry, services, trade, and labor export. Encourage land accumulation, actively use science and technology in production to increase labor productivity on the area.

Make good use of the advantages of geographical location, traffic, market to develop, promote labor export, services, trade, industry, handicrafts associated with the development of urban areas, tourism in Mai Trang market area, the border area of ​​Cua Lo town on both sides of Vinh - Cua Lo axis; create a new look to soon make Nghi Xuan commune recognized as a commune meeting the model new rural standards.

During the 2020 - 2025 term, Nghi Xuan Commune Party Committee is determined to successfully implement the Congress's targets, which are: Striving for the total production value to reach 667.8 billion VND by 2025; average income per capita from 60 - 65 million VND/person/year; continuing to invest and build kindergartens that meet national standards level 2, the commune meets national standards on health level 3; paying attention to creating jobs for 100 - 110 workers/year, by 2025 the whole commune will have no more poor households; building a cultural life, striving for 100% of hamlets to achieve the title of culture; 95% of cultural families; Party Committee, government, Fatherland Front and organizations and unions are determined to complete their tasks well or better.

The Congress voted to elect a new Executive Committee of 12 members and a delegation to attend the Nghi Loc District Party Congress. Comrade Nguyen Van Truong was elected to hold the position of Secretary of the Nghi Xuan Commune Party Committee for the 2020-2025 term.
