The 5th Congress of Nghe An Cooperative Alliance, term 2016 - 2021

(Baonghe.an.vn) - On August 11, Nghe An Province Cooperative Alliance held the 5th Congress of Delegates, term 2016-2021.

Attending the congress were comrades: Vo Kim Cu - Chairman of the Vietnam Cooperative Alliance; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and comrades in the Provincial Party Committee Standing Committee, Vice Chairmen of the Provincial People's Council and People's Committee; leaders of the Cooperative Alliance of some provinces; representatives of the National Assembly delegation, provincial departments, branches and sectors, and 250 outstanding delegates representing 550 member units which are cooperatives and enterprises of the Nghe An Provincial Cooperative Alliance.

In the period 2011-2016, the whole province had 201 new cooperatives and 155 cooperatives established, 29 craft villages were recognized by the Provincial People's Committee. The annual growth rate of the cooperative economic sector reached 7-7.5%, creating regular jobs for more than 52,000 workers, with an average income of 3-4 million VND/person/month.

In particular, after 3 years of implementing the Law on Cooperatives 2012, the whole province has had 339/555 cooperatives converted according to the Law on Cooperatives 2012, reaching over 63% - higher than the national average. Implementing Resolution 5 of the 9th Central Committee (9th term) on innovation, development and improvement of collective economic efficiency, over the past 5 years, the collective economic sector in the province has gradually innovated and developed; more clearly affirming the role and position of the collective economic sector's contribution to the economy; ensuring national defense and security, contributing to ensuring social security and political stability at the grassroots level.

Regarding the implementation of industrial development, handicrafts and craft village construction, up to now the whole province has over 300 craft villages, 139 craft villages. The value of handicraft production in the whole province by 2015 reached 3,800 billion VND, achieving 110% of the plan set for the term; the export turnover value reached over 18 million USD.

Developing small-scale industries, building craft villages and craft villages has created economic value for localities of 2,000-2,500 billion VND annually, accounting for an average of 30-35% of the total economic value of the districts, while creating new jobs for over 35,000 workers.

Goals for the period 2016-2021: establish 40-50 new cooperatives, 20-30 cooperatives, 5-7 provincial craft villages each year; attract 20-25 cooperatives and socio-economic organizations to become members of the Provincial Cooperative Union each year, striving to reach 85% of cooperatives as members by 2021; strive for each district to build 1-2 new cooperative models each year and link with businesses to do well in input services and output product consumption for farmers, thereby expanding. Develop types of cooperatives and cooperatives in the direction of diversifying fields, services and occupations.

Promote joint ventures and associations between cooperatives and between cooperatives and enterprises to improve production and business efficiency, first of all, improve efficiency in each cooperative, ensure employment and increase income for members and employees, contributing to the socio-economic development of Nghe An province in the period of 2016-2021. Promoting the achievements in the past term, the 2016-2021 term, the Cooperative Union and its member units continue to strive to improve production and business capacity, market access and competitiveness of the cooperative economic sector, cooperatives, small-scale industries and craft villages in the period of regional and international economic integration. Ensure to improve the position and quality and effective operations of cooperative economic types, cooperatives, small-scale industries and craft villages.

By 2021, the entire cooperative sector will have 70-80% of good cooperatives, and weak cooperatives will be under 5%. The average income of cooperative managers, members and employees will increase annually by 10-15%. By 2021, the average income will reach 5-6 million VND/person/month. The economic growth rate in the field of cooperatives, handicrafts and craft villages will reach 7-7.5%/year; The value of handicrafts and craft villages by 2021 will reach 4,200-4,500 billion VND. Create regular jobs in cooperatives and craft villages for 3-35 thousand people, of which 6,000-8,000 people will be newly employed.

Speaking at the conference, Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, on behalf of the provincial leaders, praised the important results achieved by the cooperative economic sector, cooperatives and the Provincial Cooperative Union in the past term. At the same time, he requested the Provincial Cooperative Union and its member units to advise and organize the implementation of mechanisms and policies to develop the collective economy, small-scale industries, and craft villages. The Congress elected 45 comrades to the Executive Committee of the Provincial Cooperative Union for the 2016-2021 term; and 11 comrades to the Standing Committee, 4 comrades to the Standing Committee of the Provincial Cooperative Union. Mr. Le Phuc An continued to be elected as Chairman of the Provincial Cooperative Union, and 3 comrades as Vice Chairmen of the Provincial Cooperative Union.
