Ensuring people's benefits when converting market models in Thai Hoa

(Baonghean.vn) - Thai Hoa town currently has 7 markets but they are not operating effectively, requiring a change in management model.

On the afternoon of October 18, in Vinh City, Comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Nghe An Market Management Model Conversion Board chaired a meeting to listen to and give opinions on the plan to convert the market organization and management model in Thai Hoa town.

Attending the meeting were leaders of relevant departments, branches and leaders of Thai Hoa town.

Thai Hoa town currently has 7 markets, including 1 type 2 market (Hieu market), 5 type 3 markets (Moi market, Quang Tien market, Forestry processing market, Dong Hieu market, Lui market) and 1 temporary market (Dap Tran market).

In order to improve the effectiveness of state management of trade and services, construction planning, land use in markets in the area; ensure fire prevention and fighting safety, environmental sanitation, and improve the criteria of new rural areas, Thai Hoa town sets a goal that by 2020, at least 2 markets will be invested in and built with socialized resources (cooperatives, non-state enterprises); 100% of markets will be converted to enterprise models, cooperatives for management, exploitation, and business.

Thai Hoa Town also has an immediate plan to convert at least 2 markets in combination with attracting investors to build markets that ensure the scale of a class 1 market and multi-sector business operations, as a pilot model to draw experiences and lessons for implementation in the next phase. The remaining markets will be converted in the 2018-2020 phase.

The town also proposed to supplement the planning of Lang Vac market, Nghia Hoa commune (after 2020) to invest in building a class 3 market, providing services and goods for people and ethnic minorities in Nghia Hoa commune.

At the meeting, representatives of the Department of Industry and Trade and the Department of Home Affairs said that the conversion is necessary, however, it is necessary to pay attention to choosing the appropriate form, not handing over assets, prioritizing the option of maintaining traditional markets, ensuring the rights of the people; should choose a market for pilot implementation, learn from experience and replicate it on a large scale. When converting any market, there needs to be a specific plan, with careful preparation steps...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Xuan Dai acknowledged the efforts of Thai Hoa town in implementing a fairly systematic plan to convert markets; at the same time, he requested the town to continue to complete the plan and investment policy for markets based on comments from departments and branches in October 2017.

The Vice Chairman of the Provincial People's Committee also noted that the plan must have a specific roadmap, creating consensus among the people and small traders; ensuring the harmony of interests between small traders and investors. In the immediate future, speed up the conversion of Hieu and Moi markets.
