The Party Secretary of Vi Van Nam village excitedly told us: To implement the Resolution of the Party Congress of Hanh Dich commune to build Vinh Tien village to meet new rural standards, the Party Cell has issued a specific program and action, starting with mobilizing the State and people to work together to start the construction of a 210m long internal road, in which people contributed working days and materials worth more than 60 million VND.

The village management board is preparing to start construction of another 250m to serve the people's travel and production. In addition, the village is also building a cooling system for the cultural house and a garbage incinerator in the villages.

Also according to Secretary Vi Van Nam, Vinh Tien Party Cell determined that following Ho Chi Minh's ideology, morality and style is not something lofty but starts with issuing practical resolutions that benefit the people. For example, to maintain the results of 23 consecutive years without couples having a third child or more, after issuing the Resolution, the Party Cell mobilized the entire political system to propagate to the people to properly implement the population and family planning policy...; assigning and delegating responsibilities to comrades in the Party Committee and each Party member in the Party Cell in charge of households, grasping the ideology, meeting and encouraging couples who have had only one child to properly implement the population policy and stop at 2 children to raise their children well.

The village's covenant also stipulates: Any couple who has a third child or more must be criticized in front of the entire population and will not be considered a "cultural family" for 2 years; the villagers will not attend the full-month celebration (the Thai call it "holding the soul").

To maintain the title of cultural village and strive to achieve the new rural village, the Party Cell and the Village Management Board direct the people to clean the village every week; organize many useful playgrounds to attract young people, plant flowers on both sides of the road leading to the village to create a green, clean and beautiful environment; promote cultural and artistic movements, physical education and sports; unite and help each other in labor and production.

According to Village Chief Vi Van Viet: Currently, Vinh Tien village has achieved 12/15 NTM criteria, but has not yet achieved 3 difficult criteria: housing, poor households, and income. Based on the wishes of cadres, party members and people, the Party cell has issued a Resolution on new rural construction, focusing on economic development and increasing people's income; through implementation, the poverty rate has decreased sharply each year, in 2020 alone, despite difficulties after the merger, the village still reduced the number of poor households by 9. Up to now, the village has more than 32 models with an average annual income of 40-50 million VND; there are 3 business households with an annual income of 80-100 million VND...

Party members go first

After the merger of Cham village and Pa Kim village, Vinh Tien village has 123 households, 550 people (Thai ethnic group accounts for 99%); the village Party cell has 50 party members. Following Uncle Ho's teaching "A strong Party is due to a good Party cell, a good Party cell is due to good Party members", Vinh Tien Party cell always focuses on innovating and improving the quality of Party cell activities according to Instruction No. 12 - HD/BTCTW of the Central Organizing Committee. After each Party cell meeting, there are specific conclusions and assignments of tasks for each cadre and party member to implement; promptly commend and reward exemplary individuals who perform their tasks well in the month, and at the same time remind, correct and discipline those who are not really exemplary.

Also imbued with Uncle Ho's teaching "Party members go first, the country follows", Party members in Vinh Tien Party Cell are always pioneers in all movements, becoming exemplary models for the villagers to follow. For example, Party member Lo Van Dai - Head of the Front Work Committee, former Party Cell Secretary of the village for 15 years, is currently a solid support for the new Party Cell. Mr. Dai's family is a model Thai ethnic household, with 5 Party members; his wife, Ms. Vi Thi Lan, is also a Party member, holding the position of Head of the Women's Association of the village for decades and is currently the head of the loan group. They have 4 children who all have stable jobs, 3 of whom have graduated from university. In addition, the village has many Party members who are typical in economic development such as Party Cell Secretary Vi Van Nam with a model of raising buffaloes and cows; Party member Luong Thi Thi - a pioneer in growing vegetables in the Na Cay area...

According to Deputy Secretary of the Party Committee of Hanh Dich Commune, Ha Van Hai: Every year, Vinh Tien Party Cell assigns Party members to be in charge of households to both grasp their ideas and help them overcome difficulties in economic development. This approach has brought about positive changes in poverty reduction, building a cultural lifestyle, promoting local movements... Since then, Vinh Tien Village Party Cell has been continuously ranked as clean and strong by the Party Committee of Hanh Dich Commune for more than 10 consecutive years.

The Party Cell titles have been recognized and awarded:

-Ranked as a clean and strong Party Cell by the Party Committee of Hanh Dich commune from 2010-2019

- Awarded a certificate of merit by the Que District Party Committee for achievements in 4 years of "Studying and following the moral example of Ho Chi Minh"; The Chairman of the District People's Committee awarded a certificate of merit for outstanding achievements in "Studying and following the moral example of Ho Chi Minh" in the period 2011 - 2016.

- Received a certificate of merit from the Chairman of Que Phong District People's Committee for 22 consecutive years without having a third child; Que Phong District Party Committee awarded the Strong and Clean Party Cell for the period 2010 - 2015 and a certificate of merit for the exemplary Clean Party Cell in 2016.

- The Provincial Party Committee awarded a certificate of merit to the exemplary clean Party Cell for 5 consecutive years from 2011 to 2015.

- In 2020, he was commended by the Provincial Party Committee at the 4-year review of implementing Directive 05 of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle in the 2016-2020 period.
