List of titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level according to Conclusion No. 35 of the Politburo
(Baonghean.vn) - The Politburo has issued Conclusion No. 35-KL/TW on the list of titles, leadership positions and equivalent positions of the political system from the central to grassroots levels.
The conclusion stated: The leadership titles and positions in the political system have been formed, supplemented and developed through many stages; basically ensuring stability and meeting the requirements of the Party's personnel work. However, due to the lack of comprehensive and synchronous regulations on titles, leadership positions and equivalents in the political system, the organization and apparatus of the political system are still cumbersome and hierarchical, so the application of equivalent positions in the arrangement and assignment of cadres and the implementation of cadre policies still has many shortcomings... Therefore, it is necessary to review and arrange the titles, leadership positions and equivalents of the political system from the Central to the grassroots level to ensure the principle of the Party's unified leadership of cadre work and management of the cadre team to meet the requirements and tasks of the new period, in order to effectively implement Resolution No. 18-NQ/TW, Resolution No. 26-NQ/TW, Resolution No. 27-NQ/TW of the XII term and the Resolution of the XIII National Party Congress.
After consulting the Party Central Committee, the Politburo concluded as follows:
1.Issue a list of titles, leadership positions and equivalent positions of the political system from the central to grassroots levels, including 3 groups: (1) Key leadership positions and senior leadership positions of the Party, State and Vietnam Fatherland Front. (2) Titles and positions under the management of the Politburo and Secretariat. (3) Framework of titles and positions under the management of Party committees, Party organizations, and leaders of agencies and units(with attached list).
2.Party committees, Party organizations, agencies and units directly under the Central Committee must thoroughly grasp and implement the Conclusion of the Politburo; be responsible for continuing to review and arrange titles and positions according to the management hierarchy to ensure consistency and consistency with the list issued by the Politburo to ensure succession and stability of the organizational apparatus, only adjusting positions that are truly unreasonable or have not been arranged; if one person holds many positions, the highest position is used to determine the leadership title.
3.The Central Military Commission and the Central Public Security Party Committee shall develop a Project on the list of titles and positions of leadership, management and command in the People's Army and the People's Public Security to ensure that it meets the requirements and tasks of the Army and the Public Security; is consistent and consistent with the titles and positions of leadership and equivalent positions in the political system; the Central Organizing Committee shall coordinate with relevant agencies to appraise and submit to the Politburo for consideration and decision.
4.The Party Delegation of the National Assembly, the Party Central Committee of the Government and relevant agencies shall develop and perfect the legal system and policies on job positions, number of titles, positions of officials and salary tables of positions in sync with the List of titles, leadership positions and equivalent positions in the political system issued by the Politburo.
5.The Central Organizing Committee is responsible for guiding, inspecting and supervising the implementation of this Conclusion.
