Promoting administrative reform in Party agencies
(Baonghean) - Recently, under the leadership of the Provincial Party Committee, Party agencies have carried out administrative reforms within the Party in the spirit of Conclusion No. 82-KL/TW dated August 16, 2011 of the Politburo on administrative procedure reform within the Party, contributing to improving the capacity and fighting strength of Party organizations.
As an advisory and assistance body to the Standing Committee, the Provincial Party Standing Committee, and the Provincial Party Executive Committee, in recent times, the Provincial Party Office has focused on innovating working styles, improving working methods, and enhancing proactiveness and creativity in advising and assisting.
Every year, the Office proactively reviews and systematizes the regulations and working rules of the Provincial Party Committee to advise on adjustments and supplements in accordance with new task requirements; develops the full-term and annual work program of the Party Executive Committee, the Provincial Party Committee Standing Committee, and the weekly work schedule of the Provincial Party Committee Standing Committee to ensure scientific and reasonableness.

To contribute to innovation and improve the quality of meetings of the Provincial Party Standing Committee and the Provincial Party Executive Committee, the preparation work, promulgation of regulations, procedures, appraisal and promulgation of projects and resolutions are clearly informed by the Provincial Party Office about the preparation steps to participating agencies.
In particular, the Office requires reports to clearly state the content and summarize the proposed content when presenting to reduce reporting time and increase discussion time. The process of receiving, registering, monitoring and resolving incoming documents and issuing outgoing documents is scientific, fast, accurate, timely, ensuring the safety and confidentiality of information and documents.
At the same time, the Provincial Party Committee Office focuses on applying information technology (IT) in administrative reform (AR), especially effectively operating and using supporting software tools to improve work productivity and efficiency. Specifically, IT is applied to serve the online meeting of the Provincial Party Committee Standing Committee with secretaries of districts, cities, towns, and affiliated Party Committees; and meetings between the Central Party Office and the offices of provincial and municipal Party Committees.
In addition, according to comrade Ton Manh - Deputy Chief of the Standing Office of the Provincial Party Committee Office, the unit is deploying some new software to help process documents on the system more conveniently, while ensuring security regulations; building a shared database of the Party agencies. At the same time, reorganizing job positions according to the approved project according to the criteria of streamlining, improving the effectiveness and efficiency of the apparatus, merging some departments to streamline the focal points.
In 2014, the Provincial Party Committee's Organizing Committee issued the "Administrative Reform Project for Party Organization and Building Work"; which clearly stipulates the process of assigning work and coordinating work implementation between departments and department offices; the process of assessing political standards; database of party organizations, cadres, and party members. The new way of doing things of the Provincial Party Committee's Organizing Committee is that every month, specialized departments send work results and cadre classification to the Office of the Organizing Committee before the 20th.
Thereby, the Office synthesizes and evaluates progress, time, quality, advantages, and limitations: completed work, work in progress, work not yet implemented, and results of classifying cadres and civil servants (completed before the 25th of each month).
Accordingly, the Board's leaders concluded that the tasks assigned to the departments did not ensure progress or were of low quality, had not been implemented... the results of the monthly staff classification of the departments were kept and monitored by the office. At the same time, the Provincial Party Committee's Organizing Committee clearly assigned people, tasks, and responsibilities to the leaders and specialized departments; reformed the composition of meeting participants so that specialized staff could guide the grassroots.

The Provincial Party Committee's Organizing Committee also promotes the application of IT in management and implementation of professional tasks such as document processing using M-Office software. Monitoring and evaluating work results through online reporting helps the Management Board's leaders easily and quickly.
“Currently, the Organizing Committee is promoting the upgrade of software to update party member data to manage the party member database; digitizing data on posthumous party member badges; and moving towards applying cadre database software. When information related to all cadres and party members managed by the Organizing Committee is needed, the extraction is much faster and more timely” - Chief of Office of the Provincial Party Committee Organizing Committee Ngo Dinh Vien said.
In general, implementing the Central Committee's resolutions, especially Conclusion No. 82-KL/TU dated August 16, 2011 of the Politburo on administrative procedure reform in the Party, Party agencies have innovated and improved one step in terms of regulations, working methods and procedures; organizational and personnel management...
However, administrative reform work in Party agencies in our province still has some difficulties and limitations such as: Advisory agencies and agencies assisting the Provincial Party Committee have not yet developed a set of administrative procedures related to the fields they are in charge of because the Central Government does not have a corresponding set of administrative procedures.
Therefore, when implementing, localities are still confused, having to ask for opinions and policies from all levels, which prolongs the time. This partly reduces the initiative and creativity at the grassroots level. The IT system in the Party bloc is slow to improve, upgrading IT infrastructure, and deploying software faces financial difficulties...
From the practical situation, implementing the review in the spirit of Resolution 4 of the Central Committee (12th tenure), the new point of Nghe An is to require grassroots Party organizations to evaluate and review the leadership and direction of administrative reform work. Therefore, in the coming time, administrative reform work in Party agencies is one of the key tasks to be focused on with solutions such as: Overcoming cumbersome procedures, reducing paperwork, reducing meeting time; at the same time, improving the quality of document drafting and issuance by Party committees at all levels.
