Speed ​​up the progress of site clearance and expansion of Song Lam Cement Factory Phase 2

(Baonghean.vn) - The Song Lam Cement Plant Phase 2 Project and its supporting works, the Road Project connecting N5 Road from the Southeast Economic Zone to Hoa Son (Do Luong) are key projects of the province. Therefore, the district is making efforts to overcome difficulties to ensure the progress of site clearance (GPMB) and handover to investors.

Song Lam Cement Factory Project in Bai Son Commune (land area allocated 348,850 m2). After The Vissai Ninh Binh Group received the handover from the old factory, Song Lam Cement Factory expanded phase 1 by more than 40 hectares, expanding the factory campus to 77 hectares. Currently, Song Lam Cement Factory continues to expand phase 2 project by 43 hectares, of which 11.5 hectares are in Do Luong district. Song Lam Cement Joint Stock Company is completing detailed planning procedures.

To expand the factory phase 2, in Bai Son commune, there are nearly 30 households that must relocate their houses. Currently, these households are very worried because there is no specific compensation plan for them. Mr. Dao Danh Thin's family in Do Son hamlet, Bai Son commune has a land area of ​​about 1,500 m2 and a house next to the cement factory, so they are very worried. Mr. Thin confided: "In 2015, we received a notice from the commune that 9 households were in need of urgent relocation, including my family. We hope to soon be relocated to a new place to stabilize our lives and work with peace of mind."

Mr. Dao Danh Thin's family in Do Son hamlet, Bai Son commune lives near the Cement Factory, so they hope to soon receive compensation and resettlement to a new place.

Mr. Nguyen Huu Quang, Chairman of the People's Committee of Bai Son Commune, said: When the Song Lam Cement Factory Phase 2 project was implemented in the area, the local government as well as the people basically agreed to support the project implementation policy in the area. During the land acquisition process, the households cooperated and supported, and there were no major problems.

Currently, the factory is continuing to expand phase 2 by 43 hectares, accordingly, nearly 30 households in the commune must move to hand over land to the factory. But up to now, there is still no compensation plan for the people even though the resettlement area is already in place.

Accompanying the project, Do Luong district has directed the district's Land Use Registration Office to make a supplementary measurement of the expanded area. The district Party Committee, the district People's Committee and localities related to the project agreed to comply with the policy and did a good job of propaganda and mobilization for people in the affected area of ​​the project. Focus on directing and prioritizing all human resources for land clearance of Song Lam Cement Factory so that the factory can soon go into operation on schedule.

However, Mr. Nguyen Trong Hoi, Deputy Head of the Department of Natural Resources and Environment - Vice Chairman of the District Compensation Council for Land Acquisition and Resettlement, said: "In order to expand the second phase of the factory, nearly 30 households have to move their houses, so the work of land acquisition and resettlement for the people is difficult to do quickly. Therefore, the progress of the time is difficult to complete because of the following two reasons: currently the detailed planning of the investor has not been approved by the competent authority, so the next steps of the land acquisition and resettlement work have not been done. In addition, the common difficulty is that the environmental impact assessment report of the project has not been approved by the Ministry of Natural Resources and Environment, so some households in the project area are still wondering about the scope of the impact and the possibility of having to relocate."

The road for transporting raw stone materials from the quarry to Song Lam Cement Factory has been cleared and handed over to the investor.

In addition, in Bai Son commune, there are 4 auxiliary works of the cement factory including: the 4.7-hectare housing area for staff and workers has been cleared and handed over to the factory. The road for transporting raw stone from the quarry to the factory (7.8 hectares) has also been cleared and handed over to the factory. There are also raw stone quarries and clay mines (the investor has not yet had a detailed plan, is implementing procedures). And the 110 KV power line to serve the factory (through 4 communes Thinh Son, Hoa Son, Van Son, Bai Son). Currently, the Compensation Council for Land Clearance of Do Luong district is implementing.

For the Road Project connecting N5 Road of the Southeast Economic Zone to Hoa Son, Do Luong. This route serves to transport products from the factory to Nghi Thiet Grinding Station (Nghi Loc). In Do Luong district, it passes through 10 communes (Hoa, Thinh, Tan, Minh, Thai, Quang, Thuong, Hien, Tru, Dai) with a total length of more than 17 km.

Currently, the District Compensation Council is focusing its human resources to work day and night to complete the site clearance as soon as possible and hand it over to the investor. For some units, if things go well like the above localities, the site clearance compensation work will be completed before May 20, 2016.
