Speeding up the deployment of 25 essential public services on the National Public Service Portal
(Baonghean.vn) - According to the plan, by May 2022, 25 priority essential administrative procedures will be integrated and share population data of the national population database with the National Public Service Portal and the administrative procedure settlement information system at the ministerial and provincial levels, creating convenience for people and businesses.
On the morning of March 18, the Government Office held an online training conference to deploy a number of tasks in Decision 06/QD-TTg of the Prime Minister and organize the deployment of 25 essential public services on the National Public Service Portal. Minister and Head of the Government Office Tran Van Son chaired the conference.

At the conference, comrade Ngo Hai Phan-The Director of the Department of Administrative Procedure Control, Government Office, said that the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (referred to as Project 06) has 6 main tasks according to the Prime Minister's direction at the meeting on January 18, 2022.
For localities, there are 13 key task groups that must be implemented, and 40 tasks that must be coordinated with central agencies. In particular, localities must develop plans to implement the tasks and establish a Working Group to implement the Project...

For ministries and branches, there are 14 essential public services that must be completed on the National Public Service Portal in March 2022; 11 essential public services that must be completed on the National Public Service Portal in May 2022. Ministries and branches must fully share information on the National Public Service Portal for localities to manage, monitor and track.
At the conference, representatives of the Government Office introduced the index assessment system serving people and businesses in performing administrative procedures, providing public services with real-time data of all ministries, branches and localities.

The Government Office has also guided the upgrading and completion of the Information System for handling administrative procedures at the ministerial and provincial levels (integrating and providing public services on the National Public Service Portal; standardizing administrative procedures; document catalogs; connecting, integrating, and sharing with the national population database, the Electronic Identification and Authentication System to serve the authentication and sharing of population data when performing administrative procedures)..
The representative of the Ministry of Public Security guides the process and requirements for connection and integration with the national population database (regarding the model and steps for connection with the national population database, the electronic identification and authentication system; requirements and contents to be prepared to ensure information safety and security to meet the requirements for connection with the national population database).
Previously, on January 6, 2021, the Prime Minister signed and issued Decision 06/QD-TTg approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.

The project is deployed on the basis of national population database, connecting with other platforms to maximize efficiency, contributing to promoting digital transformation, building digital government, digital citizens, digital economy; helping management work to be unified, centralized, transparent, convenient, economical (cost, time, effort...) and effective in many aspects.
The implementation of the Project contributes to the implementation of three strategic breakthroughs, including the strategic breakthrough in building synchronous infrastructure, of which the most important are transport infrastructure, climate change adaptation infrastructure, digital infrastructure and social infrastructure. At the same time, it better serves people and businesses in the spirit of taking people and businesses as the center, the subject, the goal and the driving force for development.
LIST OF 25 ESSENTIAL ADMINISTRATIVE PROCEDURES PRIORITIZED FOR IMPLEMENTATION ON THE NATIONAL PUBLIC SERVICE PORTAL:
1. Confirm the ID card number when the Citizen Identification card has been issued;
2. Re-issue and exchange of Citizen Identification Cards;
3. Permanent residence registration;
4. Temporary residence registration;
5. Temporary absence declaration;
6. Notice of stay;
7. Motorcycle registration, license plate issuance, motorbike inspection;
8. Collecting fines for administrative violations in the field of road traffic through recording devices (cold fines);
9. Birth registration;
10. Death registration;
11. Marriage registration;
12. Issuing, re-issuing, amending and supplementing ordinary passports;
13. Procedures for making new seals and issuing Certificates of Seal Registration;
14. Procedures for making miniature seals, embossed seals, wax seals and issuing Certificates of seal sample registration;
15. Connecting birth registration, permanent residence registration - issuing health insurance cards for children under 6 years old;
16. Connecting death registration - Deletion of permanent residence registration - Funeral allowance;
17. Integrating the deduction level in the renewal of health insurance cards for households;
18. First-time tax registration, registration of changes to tax registration information for taxpayers who are households and individuals;
19. Registration of changes in land use rights and ownership of assets attached to land due to changes in information about the person granted the Certificate (change of name or legal documents, personal documents, address);
20. Issuance, re-issuance of driving licenses;
21. Register for the national high school graduation exam and university and college admission;
22. Issuance of criminal records;
23. Unemployment benefit settlement;
24. New power supply from low voltage grid (220/380V) (piloting connection mechanism, data sharing in electricity supply service);
25. Changing the subject of the electricity purchase contract (piloting the connection and data sharing mechanism in electricity supply services).
