Requesting the Police to investigate the case of selling 19 plots of land on Facebook in the 'ghost' Suoi Xanh project

Official dispatch No. 466/UBND-TNMT was sent to Nghia Dan District Police, with the following content: On May 9, 2021, Facebook account "Vuong Lien Yen Thanh" posted information about selling 19 plots of land in the "Suoi Xanh" project in Dong Hoi hamlet, Nghia Hoi commune, showing images of surrounding traffic routes, a system of lawns, trees, streams... and posted images and information introducing transactions with customers.

Initial verification shows that the above-mentioned land lots for sale belong to plot number 93, map sheet number 21, Nghia Hoi commune, which was granted a Land Use Right Certificate with code BP 098160 by the People's Committee of Nghia Dan district on June 30, 2014 to Mr. Nguyen Ngoc Minh, address Dong Hoi hamlet, Nghia Hoi commune.

Mr. Nguyen Ngoc Minh transferred the land use rights at plot No. 93, map sheet No. 21, Nghia Hoi commune to Mr. Le Dinh Nam and Ms. Pham Thi Thanh Hoa, residing in Tan Hong block, Nghia Dan town, according to the Land Use Rights Transfer Contract certified by Lang Van Tien Notary Office on May 10, 2021. Mr. Le Dinh Nam and Ms. Pham Thi Thanh Hoa submitted the application for registration of changes in land use rights at the Branch of the Land Use Rights Registration Office of Nghia Dan district.

On May 10, 2021, the District People's Committee directed the Department of Natural Resources and Environment, the Department of Economy and Infrastructure, and the People's Committee of Nghia Hoi commune to conduct a field inspection. Initial inspections discovered acts of arbitrarily converting the purpose of land use for perennial crops to non-agricultural land (building volleyball courts, roads, etc. exceeding the residential land area granted in the land use right certificate). The District People's Committee assigned the People's Committee of Nghia Hoi commune to inspect and handle administrative violations in the field of land according to regulations.

Currently, in Nghia Hoi commune, Nghia Dan district, there is no "Suoi Xanh" project approved by a competent State agency as posted by Facebook account "Vuong Lien Yen Thanh" on May 9, 2021. In order to promptly rectify and handle violations of the law in posting and advertising activities related to real estate business activities when conditions are not met, the District People's Committee requests the Nghia Dan District Police to investigate, verify and handle organizations and individuals showing signs of violating the law and deceiving customers (if any).

As reported by Nghe An Newspaper, on May 9, 2021, on his personal Facebook, Vice Chairman of Nghia Dan District People's Committee, Mr. Phan Van Binh wrote: "Warning corner: Currently, in Nghia Dan district, there is no project approved by competent authorities called SUOI ​​XANH as some subjects have invited (picture below). All organizations and individuals are requested to be careful and vigilant to avoid being taken advantage of and losing money and getting sick." Along with the warning, the Vice Chairman of Nghia Dan District People's Committee posted some pictures of the "project" that the subjects had posted on Facebook to advertise and "invite" to buy land.

Looking at these pictures, the advertisement information for selling land in the "Suoi Xanh project" is as follows: "Officially launching 19 land lots in the Suoi Xanh project, priced from only 250 million to 350 million for a 250m2 lot²up to 320m². Address: Dong Hoi hamlet - Nghia Hoi - Nghia Dan. Only 250m from National Highway 36; 3.5 km from the District People's Committee; near administrative centers and other amenities... attached to a beautiful stone stream that is cool all year round, embracing an 8,000m2 land area.².

On May 10, 2021, Nghe An Newspaper reporters went to Dong Hoi hamlet, Nghia Hoi commune to learn about the so-called "Green Stream" project, but the interesting and attractive descriptions were completely untrue. Infrastructure such as lawns and trees only existed on perspective drawings; the "beautiful and cool stone stream all year round" was actually just a dirty, shallow ditch, covered with rocks, bushes, etc. As for the roads that create a "frontage" for the plots of land, after verification, they were built "illegally" not long ago; and were just concrete roads on the ground, approximately 3m wide...
