Proposal to discipline former chairman and vice chairman of Hai Phong City People's Committee

Violations by Mr. Duong Anh Dien, Le Khac Nam and the former director of the Department of Culture, Sports and Tourism of Hai Phong were determined to be related to the management and investment of the water music project.

Recently, in Hanoi, the Central Inspection Commission held its 4th and 5th meetings. The meetings were chaired by Mr. Tran Quoc Vuong - Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission, concluding on many cases.

Regarding the inspection of signs of violations against the Party Committee of Hai Phong City People's Committee for the 2010-2015 term and a number of individuals, the Central Inspection Committee concluded:

- Regarding the Party Executive Committee of the City People's Committee: The Party Executive Committee of the City People's Committee for the 2010-2015 term was irresponsible in leading and directing the People's Committee to implement the conclusion of the Standing Committee of the City Party Committee on the policy of researching the plan to arrange fountains, combining lighting and artistic techniques (Water Music Project), and did not properly implement the regulations on construction investment management for the Project.

- Regarding the individuals: Duong Anh Dien (former Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the City People's Committee); Le Khac Nam (Member of the Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the City People's Committee); Doan Duy Linh (Director of the City Department of Culture, Sports and Tourism) had the following shortcomings and violations:

Violating Regulation No. 51-QD/TW, dated April 19, 2007 of the 10th Party Central Committee Secretariat, Working Regulations of the City Party Committee for the 2010-2015 term, Working Regulations of the Party Committee of the City People's Committee for the 2011-2016 term in deciding to approve investment in the Water Music Project;

Lack of responsibility in directing, inspecting, organizing implementation and violating regulations on construction investment management, cost management, contract management, and contractor selection.

The shortcomings and violations of the above-mentioned collectives and individuals have led to the unfinished Water Music Project, which has not yet been accepted, settled, handed over, or put into use according to the approved objectives and requirements, causing loss and waste to the State budget, causing bad public opinion among local officials, party members, and people.

Pursuant to Regulation No. 263-QD/TW dated October 8, 2014 and Regulation No. 181-QD/TW dated March 30, 2013 of the Politburo (11th tenure) on disciplinary action against violating party organizations and party members, the violations of the above individuals are serious enough to consider applying disciplinary measures.

The Central Inspection Committee requested a review and profound experience for the Party Committee of the City People's Committee and to conduct a process of reviewing and disciplining Mr. Duong Anh Dien, Le Khac Nam, and Doan Duy Linh.
