To become a model new rural district, Nam Dan must clarify internal and external factors.
(Baonghean.vn) - Nam Dan district needs to re-evaluate a number of set targets and fields, and clarify factors related to promoting internal resources and attracting external resources, especially the process of building the district into a model new rural unit.
These are the issues raised by the Provincial Party Standing Committee during a working session with leaders of Nam Dan district.

On the morning of June 27, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Provincial Party Committee Standing Committee listened to and gave opinions on the results of 2 years of implementing Resolution No. 07-NQ/TU, dated June 16, 2017 of the Provincial Party Committee Standing Committee on the direction and tasks of developing Nam Dan district until 2025, with a vision to 2030; Plan to implement the Project to build Nam Dan into a model new rural district in the direction of cultural development associated with tourism.
Also attending were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee.
After 2 years of implementing Resolution 07-NQ/TU of the Provincial Party Committee, Nam Dan district achieved an average growth rate of 9.5%/year (the Resolution target is 10%). Total production value reached 6,908.20 billion VND (2018). Of which: Agricultural, forestry and fishery production value reached 2,047.47 billion VND; Industry and construction reached 3,149.51 billion VND; services reached 1,711.22 billion VND.
Average income per capita reached 43 million VND/person/year. Total budget revenue reached 163,668 billion VND (Resolution target is 250 billion VND).
The economic structure shifted in the right direction, reducing the proportion of agriculture, forestry and fishery to 34.12%; the proportion of industry and construction reached 29.97%; the proportion of service sector reached 35.91%; the poverty rate decreased to 2.21%...

Nam Dan district has met the new rural standards (NTM) and the Prime Minister approved the pilot project to build Nam Dan district into a model NTM district in the direction of developing culture associated with tourism, period 2018 - 2025. Focus on directing and building Kim Lien into a model NTM commune before 2020 and Nam Dan Town to meet civilized urban standards before 2022.

After listening to the leaders of Nam Dan district report on the results after 2 years of implementing Resolution 07-NQ/TU of the Provincial Party Committee, speaking at the working session, comrade Thai Thanh Quy emphasized that the issue of reaching the NTM finish line is one of the very important results for Nam Dan district, especially when the locality does not have much potential and advantages in economic development.
The Chairman of the Provincial People's Committee also said that this result, in addition to promoting the internal strength of the Party Committee, local government and people, also has great attention from the Party and State as well as support and contributions through external resources.
Therefore, in order to build and achieve the goal of becoming a model new rural district in the direction of cultural development associated with tourism, Nam Dan district must make more efforts, with synchronous solutions to promote economic growth, promote the potential and advantages of the land rich in tradition to shift the economic structure in the right direction; maximize the advantages of infrastructure for rapid and sustainable development.

Concluding the meeting, in addition to recognizing the achievements of Nam Dan district in recent times, Provincial Party Secretary Nguyen Dac Vinh also requested the district to re-evaluate a number of key issues. That is, to consider whether the promotion of local internal resources as well as external investment is appropriate. In particular, the district leaders must have solutions for planning work, which has been going on for 3 years but has not yet been completed.

Acknowledging that the socio-economic development indicators of Nam Dan district over the past two years have had many positive changes, however, comrade Nguyen Dac Vinh noted to Nam Dan district that the movement has not really been as expected. The economic structure of the district is to gradually reduce the proportion of industry - agriculture, gradually increase the proportion of tourism associated with services, but in reality in Nam Dan, the proportion of tourism - services of the district is still lower than agriculture and industry. District leaders must research, evaluate and identify and clarify the objective and subjective causes, on that basis to orient development for long-term development.
