Proposing a special mechanism for Nghe An General Friendship Hospital to soon become a special-class hospital

STRIVE TO BECOME A SPECIAL CLASS HOSPITAL

With the goal of becoming a special-class hospital by 2025, a multi-disciplinary, multi-specialty high-tech center, Nghe An General Friendship Hospital focuses all resources to expand the scale of medical examination and treatment, increase the number of hospital beds, upgrade facilities, improve efficiency and constantly develop strong technical expertise, many high-tech, new techniques for quality medical examination and treatment to meet the increasing needs of the people.

In particular, with the functions and tasks of a Grade I Hospital and the final treatment line of Nghe An Health Sector, the quality of human resources and the quality of professional work are of special interest and focus to the Hospital. In addition, the Hospital promotes the application of information technology, reforms, procedures in medical examination and treatment, improves the efficiency of professional work and facilitates patients in medical examination and treatment.

Over the years, Nghe An General Hospital has organized to build and complete the hospital quality management system, organize weekly and monthly patient satisfaction surveys, meet with patients and their families to listen to their opinions and suggestions to build the hospital to meet patient satisfaction. The annual patient satisfaction survey results always reach over 93%, making it one of the leading units in the health sector in hospital quality management and meeting patient satisfaction.

REMOVE THE PROBLEM

Working with the Supervisory Delegation, the representative of the leadership of Nghe An General Hospital reflected many shortcomings in the policy mechanism, leading to many difficulties in implementation in practice. In addition, many regulations issued a long time ago are no longer suitable for the current stage; difficulties in the work of granting practice certificates. The hospital was assigned by the Provincial People's Committee as a Group I autonomous unit, but the relevant ministries and branches have not issued circulars guiding specific regulations for Group I autonomous units.

One of the current difficulties for the hospital is the settlement of outstanding health insurance examination and treatment costs that have not been resolved from 2017 to 2020, amounting to VND 189.3 billion.

Regarding the drug bidding process, the hospital reflected that the bidding process must comply with legal regulations. For open bidding, the process takes 5-7 months to complete, leading to difficulties in timely supplying the needs of drugs and chemicals for the hospital's operations. The instructions for bidding for consumables and chemicals are still incomplete, causing difficulties for medical examination and treatment facilities in carrying out bidding.

The hospital proposed that the Government should soon change Decree 146 to facilitate medical examination and treatment facilities in health insurance examination and treatment activities and purchase and invest in equipment. There should be policies to remove obstacles in the process of bidding for drugs, chemicals, as well as purchasing and repairing equipment. The State should have specific guidelines related to forms of public-private partnership in the health sector.

The Ministry of Finance shall soon issue a Circular providing detailed and complete guidance for each specific area of ​​Decree 60/2021/ND-CP regulating financial autonomy for units to implement group I autonomy.

The Ministry of Health and the Ministry of Home Affairs should soon issue a Circular guiding the human resource standards of medical facilities to replace Circular 08/2007/TTLT-BYT-BNV in order to promptly adjust the organization and personnel of departments, offices, and centers of hospitals in a streamlined, effective and efficient manner to improve the efficiency of using salary and wage funds and save administrative expenses.

Coordinate with relevant agencies to resolve difficulties in health insurance settlement; develop specific and appropriate regulations in building information technology infrastructure to deploy electronic medical records to ensure consistency nationwide, resolve difficulties in bidding for the purchase of drugs, chemicals, equipment, and equipment repair, etc.

“In the process of building the North Central Region Hospital, to complete the organizational structure and better meet the needs of medical examination and treatment of the people. Nghe An General Hospital would like to receive the consent of Nghe An Provincial People's Committee and departments, branches and sectors to allow the hospital to establish a Nuclear Medicine Oncology Department. At the same time, the province and the Department of Health need to create the best conditions for the unit when it becomes a Group I autonomous unit.

Concluding the meeting, comrade Thai Thi An Chung assessed: Nghe An General Hospital has a long tradition, always leading in all aspects of medical examination and treatment facilities. The hospital proactively pioneered in implementing the model of Group I autonomous hospital. The medical staff of the unit has been consolidated and developed, with high professional skills. The hospital is a place to train human resources for the province's health sector.

Appreciating the Hospital's pioneering efforts in carrying out its tasks in the past time, comrade Thai Thi An Chung suggested that the hospital soon have a plan to deploy autonomous units of group I; ensure harmony between the role of the head and democracy in the hospital; strengthen professional guidance for lower-level hospitals to have conditions for development. The hospital should study the rational and effective use of funds.
