New proposal on honoring titles of entrepreneurs and businesses
The Ministry of Home Affairs is drafting a Decision to amend and supplement Decision No. 51/2010/QD-TTg of the Prime Minister on promulgating the Regulation on management of organizations considering and honoring titles and awarding prizes to entrepreneurs and enterprises.
The draft clearly states that the subjects eligible for the title and award include: Vietnamese businessmen with production and business activities in Vietnam; foreigners with production and business activities in Vietnam according to the provisions of law; and enterprises of all economic sectors.
The principle of considering and awarding titles and prizes is not to discriminate between types of enterprises, and there is no limit to the number of participants. The honoring of titles and awarding prizes must ensure publicity and fairness based on the voluntary participation of entrepreneurs and enterprises and comply with the provisions of this Regulation and relevant laws.

The draft also stipulates prohibited acts including: Setting up titles and awards that are illegal, contrary to ethics, customs, practices, traditions and fine customs of Vietnam; mobilizing funds in various forms for individuals and organizations on the list of participants in the voting for honoring titles and awarding prizes; creating dishonest records to request competent authorities to allow organizations to consider honoring titles and awarding prizes.
The time for organizing the review and awarding of titles and awards at the provincial and centrally-run city levels is once every two years.
The time to organize the review and award national titles and awards is once every three years.
Conditions for participation of entrepreneurs and businesses
According to the draft, entrepreneurs and businesses eligible to participate in the consideration for honoring titles and awards must comply with the conditions according to the registered business sector or investment license.
Specifically, comply with legal regulations on enterprises, investment, labor, land, construction, bidding, environmental protection, food safety and hygiene, labor safety and hygiene, social insurance, and health insurance for employees.
The production and business organization must be stable and growing, and have been in operation for 5 years or more since the competent authority decided to establish the enterprise and granted a business registration.
Fully comply with financial obligations, taxes and other revenues of the state budget as prescribed by law; have higher revenue and profit each year than the previous year; ensure stable life and employment for employees, and properly implement policies and laws related to employees...
Entrepreneurs and businesses honored with titles and awards have the right to use and commercially exploit the award logo; and are given priority when considering participation in domestic and foreign trade promotion programs...
