Adjusting the planning to upgrade Thai Hoa town to a city

(Baonghean.vn) - Nghe An Provincial People's Committee unanimously approved the adjustment of Thai Hoa town planning to 2040; therebylas a legal basis for management and establishment of construction investment projects, as well as for submission to competent authorities for recognition of upgrading the town to a city.

That was one of the contents of the regular September meeting of the People's Committee of Nghe An province held this morning, September 22.

Thai Hoa town is oriented to develop as an administrative, economic, cultural, industrial, commercial, service, tourism and scientific and technical center of the northwestern mountainous district of Nghe An province.

However, due to the requirements of urban development and economic development in the integration period, some functional areas in the approved planning are no longer suitable.

Accordingly, there have been many changes in the economic structure, with a strong shift towards high-tech agricultural development due largely to the impact of TH Group's projects,...

In terms of land area, it has increased by more than13,493 hectares when this town was separated from Nghia Dan district compared to the urban expansion plan of Thai Hoa until 2020 approved in 2005 with a research scope of only over 1,897 hectares.

Regarding functional zoning: Some agencies do not have the conditions to move to the planning location, so the spatial development orientation and land use structure have somewhat changed.

Regarding transport infrastructure, some current routes are not suitable for connecting within the town and surrounding areas.

To overcome the above shortcomings, the Provincial People's Committee agreed in principle to adjust the general planning of Thai Hoa town in November 2014 to specify the approved adjustment of the socio-economic master plan of Nghe An province and Thai Hoa town to 2020.

Accordingly, the goal is to focus on exploiting potentials and advantages, promoting improvement of the investment environment to attract domestic and foreign investment; gradually building the town into an economic, trade - service - tourism, education and training, science and technology, health, culture - sports, high-tech industry center of the region; with a synchronous and modern infrastructure system.

At the same time, the adjustment of the general planning of Thai Hoa town also serves as a legal basis for construction management according to the planning and the establishment of construction investment projects; as a basis for submitting to competent authorities for consideration and recognition of upgrading Thai Hoa town to a city - type III urban area according to Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee on Urban Classification.

Accordingly, the project has proposed planning options, spatial development orientation, urban structure model, land use planning... of Thai Hoa town to meet development requirements until 2040.

Discussing at the meeting, representatives of relevant departments, branches and units basically agreed with the general planning adjustment of the consultant; at the same time, they proposed to edit and supplement some newly arising items, projects, new ideas such as traffic, eco-tourism areas, domestic wastewater, etc.

Commenting on the adjustment of the planning of Thai Hoa town, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien affirmed: The adjustment of the planning ensures the process and regulations for consulting the Ministry of Construction, all levels and sectors of Thai Hoa town; at the same time, it is necessary to add convenient traffic routes for socio-economic development.

Appreciating the preparation work of Thai Hoa town, Permanent Vice Chairman of the Provincial People's Committee Le Xuan Dai noted: The planning represents a long-term vision, so the consultant and the town need to study and supplement the route to facilitate socio-economic development.

The planning adjustment overcomes the shortcomings of the old planning; exploits the potential and advantages of the town; and at the same time defines the central area more clearly to meet the development needs.

The Standing Vice Chairman of the Provincial People's Committee also requested the People's Committee of Thai Hoa town to direct the consulting unit to absorb the opinions of departments and branches to supplement and complete the project to ensure the development of Thai Hoa urban space to meet the requirements of sustainable development.
