Adjusting the public service allowance regime for state administrative officials and civil servants
((Baonghean.vn) - Voters of Nghe An province propose: Currently, there is a distinction in the allowance regime between cadres and civil servants of State administrative agencies and agencies of the Party and mass organizations. In addition to the public service allowance regime, the Party and mass organizations are also entitled to 30% of the allowance for Party and socio-political work. Meanwhile, cadres and civil servants of State administrative agencies who also perform work tasks in their assigned fields are not entitled to it. Therefore, it is recommended that the State adjust the allowance regime to ensure fairness.
Regarding this issue, the Ministry of Home Affairs responded as follows:
1. Regarding allowances for Party and socio-political organizations:
Pursuant to Notice No. 13-TB/TW dated March 28, 2011 of the Politburo on amending unreasonable salary and allowance regimes for cadres, civil servants, and public employees of Party agencies and socio-political organizations, the Central Organizing Committee issued Instruction No. 05-HD/BTCTW dated July 1, 2011 on allowance regimes for Party and socio-political organizations applicable to cadres, civil servants, and employees receiving salaries from the state budget working in Party agencies, the Fatherland Front, and socio-political organizations from the central to district levels.

2. Regarding public service allowance regime:
Institutionalizing Conclusion No. 20-KL/TW dated January 28, 2008 of the 6th Central Conference, Session X, on reforming salary policy, social insurance and preferential allowances for meritorious people in the period 2008-2012, the Government issued Decree No. 57/2011/ND-CP dated July 7, 2011 and Decree No. 34/2012/ND-CP dated April 15, 2012 (replacing Decree No. 57/2011/ND-CP) on public service allowance regime, applicable to cadres, civil servants, people receiving salaries or military rank allowances from the state budget working in agencies of the Communist Party of Vietnam, the State, socio-political organizations at the Central level, in provinces, centrally-run cities, in districts, towns, provincial cities, in communes, wards, towns and armed forces. page.
Because the salary level according to the rank and title is still low, in the past, many industries and professions have proposed and received prior approval for some types of allowances, causing unreasonableness between industries and professions as stated by the Delegate.

The above-mentioned voter issue has been compiled by the Ministry of Home Affairs and reported to competent authorities during the process of researching and developing the Project on reforming salary policy for cadres, civil servants, public employees, armed forces and workers in enterprises.
This project was presented at the 5th Central Conference of the 11th term (May 2012) and the 7th Central Conference of the 11th term (May 2013). However, due to the many difficulties in our country's economy, the implementation of solutions to create resources and innovate mechanisms for public service units, streamline staff, and reorganize the apparatus for agencies and units of the Party, the State and socio-political organizations that are being implemented has not had many results, so it is difficult to arrange enough resources for salary reform.
Therefore, in Report No. 694- BC/BCSĐCP dated December 5, 2014 on the progress of preparing 3 Projects on reforming salary policy, social insurance and incentives for meritorious people, the Government Party Committee reported to the Politburo to continue studying the Project on reforming salary policy to submit to the Central Committee at an appropriate time.

Pursuant to Section d, Point 3, Conclusion No. 63-KL/TW dated May 27, 2013 of the 7th Central Conference, Session XI on "Some issues on reforming salary policy, social insurance, preferential allowances for meritorious people and reform orientations until 2020", during the period when the Central Committee has not yet approved the Project, "no additional preferential allowances, responsibilities, and specific allowances for sectors and occupations will be added". Based on the socio-economic situation and the state budget capacity, the Ministry of Home Affairs will coordinate with the Ministry of Finance to submit to competent authorities for consideration and appropriate salary adjustment.
