Do Luong has 3 production and business establishments causing serious pollution.

Also attending were Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department and leaders of the Provincial People's Council's departments, along with a number of sectors.

Informing the monitoring delegation of the Provincial People's Council, the People's Committee of Do Luong district said that there are 3 production and business establishments in the area on the list of establishments causing serious pollution, including: Do Luong District General Hospital, Thai Duong foreign pig breeding farm and Luan Phuong plastic granule production facility (suspended operations).

As of June 30, 2018, Do Luong district currently has 392 enterprises, of which more than 200 have tax codes. However, only 142 enterprises have registered to participate in social insurance, health insurance, and unemployment insurance.

The total number of employees working under contracts of 3 months or more is 10,243 people, with an average income of more than 3.6 million VND/month. However, the total number of employees participating in social insurance is only 7,284 people, health insurance is 7,319 people and unemployment insurance is 7,284 people.

The leader of Do Luong district also said that in the area, there were 9 companies that evaded payment and 10 companies that were late in paying social insurance, health insurance, and unemployment insurance. The total debt of all 3 types of insurance in 2018 was more than 1.5 billion VND.

Speaking at the meeting, Secretary of Do Luong District Party Committee Ngoc Kim Nam shared the difficulties in handling environmental pollution in the locality, including funding, thereby proposing that the province study and pay attention to re-regulating environmental fee revenue from mineral exploitation enterprises to the district to handle environmental issues.

In fact, the budget for environmental protection at the district level is very limited. For example, in Do Luong, the budget allocated for environmental protection tasks in 2018 was only over 2.2 billion VND, of which the estimated expenditure for centralized waste treatment was 1.9 billion VND; support for overcoming environmental pollution was only 270 million VND, the remaining 50 million VND was to support funding for mineral exploitation inspection teams.

Do Luong district also pointed out some difficulties leading to social insurance, health insurance and unemployment insurance arrears such as: many businesses were established but did not have tax codes, even when the authorities went to check, they could not find the businesses.

Besides, enterprises are mainly small and medium-sized, and their operations are unstable, so when they participate in paying the above 3 types of insurance, it causes outstanding debt.

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged the State management work of Do Luong district related to the field of supervision.
