On the morning of June 13, the working group of the National Assembly's supervision delegation had a meeting with the Department of Agriculture and Rural Development of Nghe An province according to the supervision program on the results of the implementation of Resolution No. 25 of the National Assembly on approving the investment policy of the National Target Program on New Rural Construction for the period 2021 - 2025 in Nghe An province.

The National Assembly working group is headed by Comrade Tran Thi Thanh Lam - Standing Member of the National Assembly's Social Committee, Head of the working group.

Also attending the meeting were Comrade Cao Thi Xuan - Vice Chairwoman of the National Assembly's Ethnic Council; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council.

Methodical in direction

According to the report of the Department of Agriculture and Rural Development, implementing Resolution No. 25, dated August 27, 2021 of the National Assembly, the Provincial Party Committee, People's Council, and People's Committee of Nghe An province have issued many important directives and guidance documents for localities to develop plans to implement the program in 2022 and the period 2021-2025.

The Provincial Party Committee issued Directive No. 13, dated December 3, 2022, on continuing to accelerate the progress and improve the quality of new rural construction in the 2021-2025 period in the province; The Provincial People's Council issued 6 resolutions related to policies, plans and capital allocation from the central budget and the local counterpart capital ratio for new rural construction; The Provincial People's Committee issued 7 decisions and plans for implementation.

Provincial departments, branches and sectors, according to their assigned functions and tasks and the content of the relevant new rural criteria, also issue documents in accordance with the Central regulations to guide the implementation and evaluate the level of completion of the criteria and dossier components to serve the work of examining and appraising communes that meet new rural standards.

At the district level, local Party committees and authorities have also issued resolutions and plans on new rural construction, mobilizing the entire political system to participate.

From the province to the grassroots, a steering committee for new rural construction has been established. The province has also launched the movement "Nghe An joins hands to build new rural areas". Accordingly, many movements to join hands to build creative new rural areas have been strongly developed in localities on the basis of closely following each content and criteria of new rural areas, mobilizing the cooperation and participation of all classes of people.

From 2021 to June 2023, the province mobilized more than VND 28,240 billion for new rural construction; of which credit capital accounted for 70.27%; integrated capital nearly 9%; enterprise capital 4.25%; community nearly 6% and central and provincial budgets 10.59%.

Results of new rural construction from July 2021 to the end of 2022, Nghe An province has 29 more communes meeting new rural standards; 51 communes meeting advanced new rural standards; 6 communes meeting model new rural standards; 3 districts meeting new rural standards.

Accumulated to June 2023, the whole province has 309/411 communes meeting new rural standards, reaching 75.18%; 53 communes meeting advanced new rural standards; 7 district-level units meeting new rural standards. The whole province has 197 villages and hamlets meeting new rural standards.

In addition, there are 337 new rural standard gardens; 300 OCOP products (currently there are a total of 403 products). The province is also focusing on directing the construction of Nam Dan district to become a model rural district.

Focus on sustainability and depth

At the meeting, the members of the monitoring delegation raised many issues related to sustainability and depth in new rural construction. Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province - Comrade Vo Thi Minh Sinh raised 4 issues related to the dissemination and promotion of consumption of 403 OCOP products; the current status of implementing livelihood models for people; assessing people's satisfaction with the new rural construction program; promoting the role of the community investment monitoring board for new rural construction projects.

Deputy Head of the Provincial National Assembly Delegation - Thai Thi An Chung is interested in clarifying the methods and means of mobilizing resource contributions and people's response; in which, it is noted that the Law on Grassroots Democracy (effective from July 1, 2023) stipulates the percentage of people agreeing with the policy of contributing to investment in public works and projects.

Along with that is the quantity and quality of cooperative activities; solving the problem of environmental pollution in rural areas.

Members of the National Assembly working group also raised many issues related to difficulties in building new rural areas in mountainous areas and among ethnic minorities.

Such as mobilizing counterpart resources from local budgets and communities in mountainous areas and ethnic minorities; are there localities that are not actively building new rural areas to maintain the support policies of the State?

Some opinions also suggested that the province pay attention to inspection and supervision to comprehensively evaluate the implementation of the new rural program; at the same time, proactively research and propose a management model to effectively implement the new rural program...
