National Assembly delegation meets voters with 200 workers and laborers in Nghe An
(Baonghean.vn) - Dozens of opinions related to nearly 40 essential issues were reflected and recommended by Nghe An workers and laborers to the National Assembly Delegation during the meeting with voters before the 5th session of the 15th National Assembly at the Southeast Economic Zone.
On the morning of May 7, at Nghe An Urban Environment and Construction Joint Stock Company, the National Assembly Delegation of Nghe An province, the Vietnam Fatherland Front Committee of Nghe An province, and the Provincial Labor Federation jointly organized a meeting with voters before the 5th session of the 15th National Assembly.
Attending the conference were National Assembly delegates: Hoang Minh Hieu - Standing member of the National Assembly's Committee on Law; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An Province; Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training; Vi Van Son - Member of the Provincial Party Executive Committee, Head of the Provincial Ethnic Committee; Tran Nhat Minh - Member of the National Assembly's Committee on Law, Full-time Delegate of the Provincial National Assembly Delegation, and representatives of the Provincial Labor Federation; leaders of provincial departments, branches and sectors and the Southeast Economic Zone Management Board.

At the meeting with voters, Comrade Hoang Minh Hieu - Standing Member of the Law Committee of the National Assembly, representative of the National Assembly Delegation of Nghe An province reported on the expected content and program of the 5th session of the 15th National Assembly; the results of the activities of the National Assembly Delegation of the province after the 4th session of the 15th National Assembly to date; key tasks in the coming time; results of handling some opinions and recommendations of voters and people in the area before and after the 4th session.

The conference received nearly 30 opinions related to more than 40 essential issues on the following contents: job creation, income and living standards improvement for workers; solutions for housing development, entertainment and accommodation areas for workers; the issue of one-time withdrawal of Social Insurance and the situation of "black credit" among workers...
At the meeting, voter Bui Thi Chau Loan - Thien Phu Packaging Production Company Limited (a worker of Nghi Loc District Labor Federation) was concerned about the one-time withdrawal of Social Insurance. Accordingly, in Article 77, the Draft Law on Social Insurance (amended) proposed 2 options for one-time Social Insurance: One is to maintain the current regulations and two is that after 12 months of not being subject to compulsory Social Insurance, not participating in voluntary Social Insurance and having less than 20 years of Social Insurance payment, if the employee requests, a part of the payment will be resolved, but not exceeding 50% of the total time paid into the pension and death fund.

If the second option is followed, it will cause great disadvantages for workers. Because any worker wants to work until the age to receive a pension. However, when workers lose their jobs and have to quit at the age of 40-50, they will need to withdraw their Social Insurance at once to solve immediate difficulties. If the draft Law stipulates that only 50% of the amount can be withdrawn, it will directly affect the benefits of workers.
Voters recommend that the Social Insurance Law should maintain the same provisions as the current Social Insurance Law on the content of one-time withdrawal of Social Insurance and not limit the one-time Social Insurance payment to one year after the contract termination.
Voter Dang Thi Lan - Nghe An Urban Environment and Construction Joint Stock Company said that the Labor Code has raised the maximum retirement age to 62 years old for men and 60 years old for women. As a direct worker in a specialized industry with reduced labor capacity, the voter finds the retirement age prescribed above to be too high. Therefore, the voter recommends that the retirement age should be reduced for workers working in harsh and physically exhausting conditions.

One issue that voters are most concerned about is social housing for workers. Workers want the Party, State and Vietnam General Confederation of Labor to pay more attention to this urgent issue.

In addition, many voters at Sangwoo Vietnam Co., Ltd. reflected that Clause 4, Article 4, Decree 35/2022/ND-CP stipulates that industrial parks must reserve a minimum land fund of 2% of the total area to build housing for workers. It is recommended that the State soon have solutions so that the Project of workers' housing and sports and cultural facilities for workers in industrial parks as prescribed in Decree 35/2022/ND-CP can be implemented soon.
At the conference, representatives of departments, branches and sectors explained issues raised by voters within their authority.
