(Baonghean.vn) - On the afternoon of August 5, the monitoring delegation of the Board of Directors of the Social Policy Bank led by Ms. Do Thi Thu Thao - Vice President of the Women's Union, Member of the Board of Directors of the Vietnam Social Policy Bank, had a working session with the Board of Directors of the Nghe An Social Policy Bank.

Comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Representative Board; members of the Representative Board of the Board of Directors, leaders of entrusted socio-political organizations and branches of the Provincial Social Policy Bank, worked with the working delegation.

RESULTS FROM POLICY CREDIT PROGRAMS

Reporting at the meeting, the representative of the Provincial Social Policy Bank said that the entire branch has 22 Board of Directors Representative Boards, including: Provincial Representative Board and 21 District-level Boards (01 city, 17 districts and 3 towns). The total number of members of the Board of Directors at all levels is 689 members. The Board of Directors at all levels has complied well with the working regime; After the meeting, the Board of Directors of the units issued Resolutions for timely direction. Since havingDirective 40-CT/TW(2015) on Strengthening the Party's leadership over social policy credit, up to now, the budgets at all levels have transferred nearly 170 billion VND to the entrusted lending banks.

Every year, based on the guidance documents and the Board of Directors' monitoring program and plan, the Board of Directors' representative boards at the provincial and district levels develop their own inspection and monitoring programs and plans in accordance with regulations; and assign specific tasks to each member to conduct inspection and monitoring in the localities.

By June 30, 2022, total capital reached VND 10,549 billion, an increase of VND 867 billion compared to the beginning of the year, achieving a growth rate of 8.9%. Loan turnover in the first 6 months of the year reached VND 1,956 billion, an increase of 2.68% over the same period last year. Debt collection turnover reached VND 1,104 billion, a decrease of VND 163 billion compared to the same period last year. Total outstanding debt reached nearly VND 10,522 billion/22policy credit program, increased by 851 billion VND compared to the beginning of the year, achieving a growth rate of 8.8%.

Disbursement results of credit programs under Resolution 11/NQ-CP: From April 27, 2022 to June 30, 2022, the Branch disbursed capital of 04/5 programs to 8,913 customers, amounting to VND 250.2 billion, completing 78.4% (the program for lending to develop socio-economic areas of ethnic minorities and mountainous areas under Decree No. 28 has been funded with VND 150 billion but has not been implemented, due to waiting for guidance documents).

PROPOSAL OF MANY ISSUES RESULTING FROM PRACTICE

At the meeting,Board of Directors of the Social Policy BankRecommend and propose to the Government and the Prime Minister: Research and promulgate preferential credit policies for middle-income households living on agriculture, forestry, fishery and salt production to create conditions for this group to escape poverty sustainably. Research and adjust to increase the maximum loan amount for the rural clean water and environmental sanitation loan program, ensuring consistency with the price of materials and actual investment costs of current clean water and sanitation projects. Increase the maximum loan amount for the program for production and business households in difficult areas to be equivalent to the maximum loan amount of the program for poor and near-poor households.

Ministries, branches, Social Policy Bank, Central Political-Social Organizations need to pay attention to supplementing capital sources for loans for job creation programs; organize more training courses for members on transferring science, technology, agricultural, forestry and fishery extension, helping members use loans effectively.

Based on direct supervision at the grassroots level and reports and recommendations from Nghe An, Comrade Do Thi Thu Thao - Vice President of the Women's Union, Member of the Board of Directors of the Vietnam Bank for Social Policies and some members of the supervision delegation discussed and requested clarification of some contents; at the same time, answered some recommendations and proposals from the province.

At the meeting, Comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee, Head of the Representative Board and representatives of the Board of Directors of the Social Policy Bank explained and clarified a number of contents discussed by the monitoring delegation; at the same time, emphasizing that Nghe An is the province with the largest natural area in the country, the 4th largest population, and harsh natural climate conditions. In that general difficult context, Nghe An has made many efforts to effectively promote policy loans. In 2021 and the first 6 months of 2022, policy credit capital has provided preferential credit capital to 116,000 poor households and policy beneficiaries. Policy credit contributes greatly to the implementation of the poverty reduction target, ensuring social security, and building new rural areas of the locality; contributing to ensuring order and security at the border.

Concluding the meeting, Permanent Vice President of the Vietnam Women's Union Do Thi Thu Thao acknowledged the province's efforts in overcoming difficulties and achieving many outstanding results in policy credit activities.

In order to improve the quality of policy credit in the coming time, the head of the monitoring delegation suggested that the Representative Boards at all levels should continue to strengthen the exchange of information on policy credit activities and customers' borrowing needs; do a good job of propaganda and training for Savings and Loan Groups. Strengthen the supervision of borrowers before and after disbursement so that lending activities are directed to the right subjects, for the right purposes, and policy capital is effectively used. It is necessary to integrate models, programs, and projects for local socio-economic development; coordinate and better promote the role of socio-political organizations receiving entrustment at all levels to enhance the effectiveness of policy credit programs. Thereby, contributing to reducingblack credit, successfully implement national target programs, ensure social security.
