Building upon the glorious traditions of 70 years

Before 1930, Nghia Lam commune was part of Lam La district, which comprised six districts of Nghia Dan county. In 1947, it was separated to become Tan Lap commune. In 1953, following the policy of higher authorities to divide large communes into smaller ones, Tan Lap commune was divided into five communes (Nghia Thinh, Nghia Yen, Nghia Mai, Nghia Minh, and Nghia Lam).

It was from this point that the Party Committee and the government of Nghia Lam commune were established. The first Party Secretary and Chairman of the Administrative Committee was Comrade Le Minh Chinh. At that time, Nghia Lam commune had 13 villages with three ethnic groups living together. In 1965, more families from communes in Do Luong, Quynh Luu, Dien Chau, Yen Thanh, Thanh Chuong, and Nam Dan districts settled in the villages. By 1967, 50 families from Hung Chinh commune, Hung Nguyen district, came to reclaim land in the new economic zone according to the Party's policy and were named Nghia Chinh hamlet.

In 1995, implementing Decree No. 83/1995/ND-CP, Nghia Lam commune received an additional 5 production teams from the 19/5 Agricultural Farm, merging them into 4 hamlets. At that time, Nghia Lam commune had a total of 17 hamlets. Implementing the Provincial People's Council Resolution on the merger of communes and hamlets, by 2019, Nghia Lam commune had 7 villages remaining: Trung Chinh, Nam Lam, Yen Lam, Yen Phu, Minh Lam, Nguyen Lam, and Hop Thanh.

During the period 1953-1955, with the participation of 33 party members, the Congress set forth specific tasks for this period: to concentrate all human and material resources, together with the army and people of the whole country, to decisively achieve victory in the strategic counter-offensive of the 1953-1954 Winter-Spring campaign.

In 1965, the US imperialists mobilized numerous bombing raids on North Vietnam, including Nghia Lam commune, a key location situated along National Highway 15A – a strategically important route for supplying the South – and home to the 19/5 Farm and the C20 unit of the army. During the two wars of resistance against France and the US, and in the defense of the border, hundreds of Nghia Lam's sons and daughters participated in combat, and hundreds more joined the frontline militia; 44 Nghia Lam commune's sons and daughters bravely sacrificed their lives to regain independence and freedom for the nation.

A new look with proud achievements.

Over the years, under the leadership and guidance of the District Party Committee, the District People's Council and People's Committee, the Party Committee and people of Nghia Lam commune have united as one, striving to build a new image and a new position for the locality.

From a purely agricultural commune where the lives of the people mainly depended on agricultural production, thanks to the people's resourcefulness and daring spirit, the Party Committee and the commune government have led the people to proactively and actively innovate economic production models. This includes focusing on developing the economy through gardens, ponds, livestock, and forests. As a result, specialized areas for fruit trees, raw material crops, and livestock farms have been formed, generating incomes of 200-500 million VND per year.

Simultaneously, the commune has promoted the trade of goods, guaranteed the purchase of agricultural products, combined with the development of commercial services and mechanical engineering, creating jobs and increasing income for rural workers, contributing to an annual economic growth rate of 8-9%; the poverty rate has decreased to 2.8%, and in 2022, the average income of the commune reached over 40 million VND/person/year. These achievements are largely due to the significant contributions of companies such as TH Dairy Food Joint Stock Company and other companies and businesses located in the area, which have contributed to economic development, poverty reduction, and social welfare.

The hallmark of the success of the Party Committee and people of Nghia Lam commune over the past 70 years has been the National Target Program for New Rural Development. Starting from a low base, in 2010 the commune only met 3 out of 19 criteria for New Rural Development, but thanks to breakthroughs, creativity, and flexibility in leadership and guidance, and the collective efforts of the entire population, over the past 10 years, Nghia Lam commune has attracted nearly 278.5 billion VND in investment for rural infrastructure development.

In Nghia Lam commune today, the clearest evidence of "the Party's will and the people's aspirations" is the well-invested and modern rural infrastructure, the increasingly improved living standards of the people, the development of education and culture, the guaranteed security and order, and the clean living environment.

Economic development has provided momentum for Nghia Lam commune to invest more in culture, education, healthcare, and public health services. Social welfare issues have also been effectively addressed. The education and training sector has been fundamentally and comprehensively reformed to improve quality and meet the educational requirements of the current period. To date, all three schools have maintained their status as national standard schools. The healthcare sector has also effectively met the health care needs of the people.

The movement "All people unite to build a cultured way of life" has been actively promoted, with 100% of villages achieving the status of cultural villages. Cultural, artistic, and sports movements have developed widely and are gradually becoming more profound.

Mr. Ho Ngoc Thanh from Yen Phu village, Nghia Lam commune, happily stated: “Thanks to the support of the State, our villagers donated land for road construction and contributed to infrastructure development. The people are very excited and have built many projects serving the people and developing the local economy. Our children now receive a full education, and many have achieved excellent academic results and passed entrance exams to universities and colleges.”

Alongside achievements in the economic, cultural, and social fields, national defense and security work has also yielded many results. As a strategically important area with a perceived potential for security and order complexities, in recent years, the Party committee and local government have focused on leading and directing local defense and military tasks. They have successfully carried out recruitment and troop deployment according to plan; focused on building a strong militia and reserve force ready for combat; and proactively developed plans and strategies to combat and suppress crime, creating a clean area free from social vices.

The vigorous development of emulation movements among the people, exemplified by the "All People Participate in Protecting National Security" movement and movements to prevent and report crimes, has been actively supported by the people. The police force and the commune's Military Command regularly coordinate closely with the armed forces and units stationed in the area to maintain patrols. Focus is placed on building a solid defense zone.

In Party building work, the Party committee has consistently focused on building a strong Party organization in terms of politics, ideology, and organization. It has maintained the study and emulation of Ho Chi Minh's thought, morality, and style. It has continuously improved the leadership capacity and fighting strength of the Party organization and its members to meet the requirements of the tasks in the period of accelerating industrialization and modernization of agriculture and rural areas, and building new rural areas. Every year, the Party committee and the commune government are recognized as "Clean and Strong." The Fatherland Front and other mass organizations achieve good and excellent ratings, receiving commendations from higher-level organizations and the Party committee and government.

After 70 years of construction and development, with countless ups and downs and transformations, Nghia Lam commune today has donned a new appearance with achievements to be proud of. The land and people here are confidently moving forward on the path of integration and development.

Building on tradition, the Party Committee and people of Nghia Lam commune pledge to unite, uphold the revolutionary traditions of their homeland, exploit all potential and strengths, and resolutely strive to realize the aspiration of making Nghia Lam a rapidly developing, breakthrough commune and an advanced new rural commune by the 2025-2030 period.
