Attending the working session, on the side of the survey delegation were comrade Nguyen Viet Cuong - Deputy Head of Department of Localities I, Central Organizing Committee, Head of the delegation and department-level leaders of the Central Organizing Committee, Central Inspection Committee and Central Mass Mobilization Committee.

On the side of Nghe An province, there were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, representatives of the leaders of the committees, the Inspection Committee, and the Provincial Party Committee Office.

At the working session, comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Committee briefly reported on the implementation results of Regulation No. 04-QDi/TW.

After 5 years of implementing Regulation No. 04-QDi/TW, Nghe An Provincial Party Committee has specified the functions, tasks, and organizational structure of the advisory and assisting agencies of the Provincial Party Committee to ensure good advisory tasks, serving the comprehensive leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.

At the same time, specify the working relationship of the provincial Party Committee's advisory agencies with the Provincial Party Committee, the Provincial Party Committee's Standing Committee, the Provincial Party Committee's Standing Committee, the Central advisory and support agencies; the relationship with the Vietnam Fatherland Front and socio-political organizations; the relationship with the Standing Committee of the Provincial People's Council and People's Committee...

Regarding the organizational structure, Nghe An Provincial Party Committee has specified the number of specialized departments and the number of deputies assigned to each staff and support agency, on that basis helping the Provincial Party Committee Standing Committee clearly determine job positions and assign appropriate staffing to agencies...

However, the implementation of Regulation No. 04-QDi/TW still faces some difficulties and problems such as: The reduction of staff and apparatus has reduced the number of leaders and managers, which affects the quality of consulting and directing the implementation of political tasks of the province, especially in localities with large areas like Nghe An province.

The Central Government has not yet officially issued a list of job positions and the structure of civil servant ranks in the advisory agencies assisting the Provincial Party Committee, so there is no basis for approving the job positions of each agency. The number and structure of civil servant ranks of each job position have not been clearly determined, so there is no basis for determining the annual criteria for civil servant promotion exams and civil servant promotions; the implementation of the model of the Provincial Party Committee Office serving all advisory and assisting agencies has encountered many difficulties (clerkship, accounting, driving, facilities management, etc.).

To ensure the quality of the Project to supplement and amend Regulation No. 04-QDi/TW, based on reality, delegates focused on discussing and recommending contents such as: recommending to stop the pilot of shared Party Committee Offices at the provincial level; proposing to unify the apparatus and names of specialized departments in the advisory agencies assisting the provincial and municipal Party Committees; unifying the list of job positions and determining the structure of civil servant and public employee ranks in the Party agencies, the Fatherland Front and socio-political organizations;

Agree on the proposal to change the regulations on the number of deputies of the staff agencies assisting the Provincial Party Committee; propose to increase the staff at the staff agencies assisting the Provincial Party Committee with additional functions and tasks; propose to reasonably arrange the number of deputy department heads at the staff agencies assisting the Provincial Party Committee to create a source of cadres; need to have a reasonable policy to resolve cadres according to Contract 68...

On behalf of the Standing Committee of the Provincial Party Committee, Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee affirmed: Nghe An Province has seriously implemented regulations No. 04-QDi/TW, ensuring to meet and exceed the requirements of the Central Government, especially in streamlining the payroll, streamlining the apparatus, improving the quality of organization and staff.
He also discussed and clarified the recommendations and proposals of the Party committee representatives with the Survey Team, and at the same time requested the Survey Team to study and absorb the recommendations and proposals of Nghe An as a basis for proposing the Central Organizing Committee to issue a Project to supplement and amend Regulation 04-QDi/TW to be more suitable to the actual situation in localities.

Concluding the working session, Comrade Nguyen Viet Cuong - Deputy Head of Department of Localities I, Central Organizing Committee, Head of the Survey Team highly appreciated the quality of the comments, recommendations and proposals of Nghe An province; at the same time, requested Nghe An province to add more recommendations and proposals and analyze more clearly the local characteristics leading to the recommendations and proposals to serve as a basis for the survey team to synthesize and propose to the Central Organizing Committee to supplement, amend and complete Regulation No. 04-QDi/TW.
