At the working session, the Inspection Delegation listened to the Provincial Public Security Party Committee report on the results of leadership, direction, dissemination and implementation of Resolution No. 26 of the 12th Party Central Committee on "Focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige equal to the task" in conjunction with the implementation of Resolution No. 18 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Up to now, Nghe An Police has merged, consolidated, and dissolved 7 department-level units. Since 2007, 100% of District Police Chiefs have not been local people. Up to now, 305 comrades have been assigned to take on police positions in 93 communes and towns.

Major General Nguyen Huu Cau - Member of the Provincial Party Committee, Party Secretary, Director of the Provincial Police Department said that according to the organizational model of the Provincial Police Department, many working teams have very important positions and roles in some professional departments that are not included in the model, the new organization is not suitable for reality and it is very difficult to promote efficiency in work. For example, there is no Forensic Team under the Criminal Techniques Department, but the Major Crimes Team is merged into the Criminal Police Department. This reality makes it very difficult to assign and arrange officers to perform tasks when an incident occurs.

Besides, the work of attracting talented people to the Nghe An Police force has not been as expected, many fields are in great need but few people apply such as: forensic doctors, architects, and IT.

In the coming time, comrade Nguyen Phuoc Loc requested the Nghe An Provincial Police Party Committee to integrate the implementation of Resolution No. 26 and Resolution No. 18 with other documents of the Central Police Party Committee, as well as the Provincial Party Committee.
