The inspection and supervision team does not 'make things difficult' for the subjects being inspected and supervised.
That is the content of the new Regulation on the organization and operation of inspection and supervision teams of the Central Inspection Commission to perform tasks according to the Party Charter and tasks assigned by superiors.
According to Regulation No. 01-QDi/UBKTTW of the Central Inspection Commission, the number of inspection and supervision teams is from 3 to 5 people. In special cases, the opinion of the Chairman of the Central Inspection Commission can be sought. The teams have the right to request relevant party organizations and party members to strictly comply with the decisions and inspection and supervision plans and prepare reports and provide documents; when necessary, the team is required to keep the current status of the records to serve the purpose of examination and verification.

The Regulation clearly states that the inspection and supervision team must fully record its activities, prepare and submit archived records no later than 15 working days from the date the team notifies the Committee's conclusions to the inspected and supervised organization or individual.
The Head of the delegation is responsible for implementing the direction of the Standing Committee and the Vice Chairman of the Steering Committee; presiding over work with relevant organizations and individuals.
In addition, the head of the delegation has the right to request the person being inspected or supervised to come to the Commission to explain and clarify related issues when necessary; request party organizations to summon party members to attend conferences according to regulations.
The head of the delegation must bear responsibility as the head for violations of Party regulations and State laws during the inspection and supervision process of the delegation members.
When discovering that they or a member of the delegation is related to the person being inspected or supervised or has committed an act or behavior that violates the regulations of the Party, State and the Committee, the members must proactively report to the Head of the delegation and the Deputy Head of the Central Inspection Commission to direct the delegation.
The regulations clearly state what inspection and supervision teams are not allowed to do. In addition to improperly and incompletely implementing instructions, the Central Inspection Commission clearly stipulates that teams are not allowed to make requests to people being inspected and supervised and related organizations and individuals that are contrary to Party and State regulations.
Inspection and supervision teams are not allowed to receive money, property, or material benefits; organize or participate in exchanges with the inspected or supervised persons and related parties in any form; and are not allowed to cause difficulties or have an attitude of disrespect, lack of impartiality, or objectivity towards the inspected or supervised organizations and individuals.
The regulation also strictly prohibits the inspection team from using the means and assets of organizations and individuals at the place of inspection and supervision to serve personal needs; making promises to the subject of inspection and supervision or carrying out requests and proposals of organizations and individuals related to the subject of inspection and supervision contrary to the regulations of the Party and State.
The inspection team must not obstruct, interfere, or influence the inspection and supervision activities in violation of Party regulations and State laws; disclose or provide information, documents, and inspection and supervision contents when there is no official conclusion, or when there is an official conclusion but it is not yet allowed to be announced.
Disclosing the content and results of work with the inspected and supervised subjects, organizations and individuals related to the inspection and supervision, or the results of the investigation and verification to organizations and individuals who are not responsible for knowing is also something that inspection and supervision teams are not allowed to do.
The Central Inspection Commission also prohibits inspection teams from covering up for organizations or individuals with shortcomings, defects, signs or violations; and from forcing inspection and supervision subjects to answer and present facts according to their subjective wishes.
Records, documents and evidence collected during the inspection and supervision process must not be lost, damaged, deformed or destroyed...
The inspection and supervision team will advise the Standing Committee of the Central Committee and the Central Inspection Committee to develop and issue notices of inspection conclusions, supervision results and disciplinary decisions (if any)./.
