RESULTS FROM PRACTICE

This year, 66 years old, but Mr. Phan Cong Huong has not had a single day of rest. He used to be a member of the Party Committee, Vice Chairman of the People's Committee of the commune, after retiring, he continued to be assigned by the Nghi Dien Commune Party Committee to take on the task of the Elderly Association as Chairman. In 2016, Nghi Loc district and Nghi Dien commune began implementing Project No. 01, Mr. Phan Cong Huong continued to be trusted and encouraged by the Commune Party Committee, assigned to be the Secretary of the Party Cell of Hamlet 9. At that time, Hamlet 9 was at risk of having no more Party members and Party cells because it was impossible to develop local Party members. With the experience of a cadre and Party member with 40 years of Party membership, before starting to carry out the task, Mr. Phan Cong Huong went to each residential group, met each person to listen and understand the lives of the people.

Notably, Hamlet 9, Nghi Dien Commune is located in the religious center of the country. Here is the Xa Doai Bishop's Palace - Vinh Diocese. The hamlet has more than 2,600 people and 100% are Catholics. And the Secretary of Hamlet 9 Party Cell, Phan Cong Huong, is also a Catholic. He said that after implementing Project No. 01 of the Provincial Party Committee, with active advocacy and many practical solutions, from an area at risk of having no party members, the Party Cell now has 6 party members, of which 3 are Catholics. In 2018, the Party Cell admitted 1 new party member, Mr. Nguyen Van Hien - Secretary of the Hamlet Youth Union.

In addition, the hamlet cultural house, which is considered the most beautiful in the commune, has just been completed and put into operation, also with great contributions from the people.”

Nghi Dien Commune has an area of ​​710 hectares, the whole commune has more than 2,100 households, nearly 8,400 people, of which Catholics account for nearly 70%. The commune Party Committee has 17 Party cells, including 13 rural Party cells, with 248 Party members. Since Project No. 01, it has focused on training and recruiting 4 Party members in special hamlets. To overcome the situation of hamlets at risk of no longer having Party cells, the Commune Party Committee has focused on training and recruiting 3 more Party members in Party cells at risk of no longer having Party cells (Hamlets 9 and Hamlet 12).

Nghi Dien Commune Party Secretary, Mr. Phan Cong Duong said that in order to improve the effectiveness of the grassroots political system in the spirit of Project No. 01, the Commune Party Committee has mobilized Party members who are cadres and civil servants to strengthen the Party cells to strengthen the strength of the grassroots political system. In particular, the Chairman of the Commune Farmers' Association has been assigned to be the Secretary of the Party Cell of Hamlet 13, and the Chairman of the Commune Elderly Association has been assigned to be the Secretary of the Party Cell of Hamlet 9.

APPLY MULTIPLE SOLUTIONS

Before Project 01 of the Provincial Party Committee, Nghi Loc district had 13 hamlets without party cells, all of which were Catholic hamlets. Implementing the Project, from 2016 to present, 8 more party cells have been established in hamlets that previously did not have party cells. Including: Party cell 16, Nghi Van commune; Party cell 1B, Nghi Kieu commune; Party cells 2, 4, 10, Nghi Thuan commune; Party cells 6, 7, 15, Nghi Phuong commune, reducing the number of hamlets without party cells to 5 hamlets.

To contribute to the improvement and consolidation of the grassroots political system, the District Party Committee has directed grassroots Party Committees to implement specific action programs. Thereby, 4 more Youth Union branches have been established (Hamlet 16, Nghi Van Commune and Hamlets 2, 3, 4, Nghi Thuan Commune) and 1 Veterans Association Branch (Nghi Thuan Commune).

Regarding party member development, grassroots party committees have focused on training and recruiting 19 party members in specific areas, including 11 party members within the scope of Project No. 01.

Sharing the results of the implementation of Project No. 01 at the working session with the Provincial Party Committee's Inspection Delegation led by Provincial Party Committee Secretary Nguyen Dac Vinh, Comrade Pham Hong Quang - Nghi Loc District Party Committee Secretary said that in order to overcome the situation of hamlets at risk of no longer having Party cells, the District Party Committee has established Working Groups to directly direct and guide each commune and hamlet, thereby focusing on training and recruiting 6 more Party members in the Party cells at risk of no longer having Party cells. Along with that, the District Party Committee has policies and assigned targets to each Party Committee and Party cell of the agency block to directly support and help hamlets build cultural houses, build football fields, purchase facilities, cultural institutions, and equipment for daily activities. In 2018 and 2019, the Party Committees and Party cells of the agency block have supported more than 1.2 billion VND to help hamlets in religious areas purchase cultural institutions.

Nghi Loc District Party Committee has 73 subordinate grassroots party organizations, including 37 grassroots party committees (30 commune and town party committees, 7 agency block party committees) and 36 subordinate grassroots party cells; There are 623 party cells directly under the grassroots party committee. The total number of party members up to now is 10,215 comrades.

The implementation of Project No. 01 in Nghi Loc district also shows that the District Party Committee has issued a number of mechanisms and policies to encourage the development of Party cells and organizations in specific areas. Accordingly, funding is provided for the establishment of Party cells and regular activities of Party cells in hamlets where over 30% - 50% of the population are Catholics; funding is provided for the construction of cultural houses in hamlets and funding is provided for propaganda and mobilization work for Party Committees of communes in Catholic areas...

Assessing the results after 3 years of implementing Project No. 01, Provincial Party Secretary Nguyen Dac Vinh said that, in the context of very dynamic development in reality, Nghi Loc District Party Committee has had many creative and innovative solutions in the work of consolidating and building Party organizations at the grassroots level. In particular, the district's establishment of working groups to directly participate in directing the implementation of Project No. 01 in residential areas is a practical way. The Provincial Party Secretary also noted that Nghi Loc district, in addition to closely following the province's policies, also needs to have more suitable solutions, especially for a locality with high specificity. The district needs to identify that developing local Party members is good, but it must also expand the target group for training and creating sources. In addition, it is necessary to pay attention to the team of key cadres at the grassroots level to issue synchronous policies and solutions to support more effectively, with the highest goal of maintaining the sustainable stability of the grassroots political system.
