Land exploitation unit exceeding boundary in Dien Chau fined over 200 million VND

On October 15, 2024, Standing Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh issued Decision No. 163/QDD-XPHC, imposing administrative sanctions on Thien Hoang Equipment Joint Stock Company (headquartered in Cua Lo Town).

Previously, in early 2022, Thien Hoang Equipment Joint Stock Company was licensed by the Provincial People's Committee to exploit minerals for common materials with a planned area of ​​more than 22 hectares in Dien Loi commune (Dien Chau). Of which, phase 1 only licensed 15 hectares, 7 hectares have not been licensed.

However, during the exploitation process, since mid-2024, the local authorities discovered that this unit had been exploiting outside the licensed area. On July 30, 2024, the leaders of Dien Chau District People's Committee organized an inspection team to inspect mineral exploitation activities, land management, construction and ensuring order and traffic safety related to the mines in Dien Loi Commune. During the inspection, Dien Chau District People's Committee discovered that Thien Hoang Equipment Joint Stock Company had lost the boundary marker of the permitted exploitation on the mine, and at the same time exploited beyond the boundary of the first land lease with a total area of ​​2.3838 hectares.

In that situation, on October 2, 2024, the People's Committee of Dien Chau district made a record of administrative violations against Hoang Phuc Equipment Joint Stock Company. On the same day, the People's Committee of Dien Chau district issued Document No. 245/TTr - UBND on the proposal to sanction administrative violations in the field of land against this unit.

Pursuant to the provisions of the law, the People's Committee of Nghe An province has fined this company 210 million VND. In addition, Thien Hoang Equipment Joint Stock Company is also forced to carry out land allocation and land lease procedures according to regulations. Forced to return the illegal profits gained from the violation, with an amount of 88,105,248 VND.
