Over the years, the commune has changed a lot, the poverty rate has decreased from over 70% (2012) to 34% (2021). Every spring, the commune is organized by the Provincial Military Command to organize the Warm Border Tet program, giving gifts to support poor households and families with meritorious services. Arriving early to prepare to participate in wrapping traditional Chung cakes, Ms. Quang Thi Hoa excitedly said: “Up to now, every time Tet comes, people in Cha Lau mainly wrap cakes according to Thai customs such as croissant cakes, sandwich cakes, round cakes, etc. Families cook and wrap cakes at home, today we gather here to wrap cakes, especially to interact with the soldiers, everyone in the village is very happy”. The pot of banh chung, imbued with the military-civilian relationship of the provincial armed forces and the Thai people in Cha Lau village, has a profound humanitarian meaning, responding to the movement "Tet for the poor" in 2021; encouraging the spirit, sharing the difficulties and deprivation of the ethnic minorities in the highlands and the ethnic minorities in the border areas of the Fatherland to celebrate the traditional New Year.
