In the past term, although the general situation of the country and the locality faced many difficulties due to natural disasters, epidemics, especially the impact of the Covid-19 pandemic, the Party Committee, government and people of Vinh city united, made efforts and strived to achieve many important results, continuing to be the leading unit of the province.

The economy grew by an average of 8.62%; the economic structure shifted in the right direction, the proportion of the service sector reached 72.34%, the construction industry reached 26.31%, the proportion of agriculture was 1.35%. The average added value per capita reached 104.95 million VND (2.36 times higher than the average of the whole province).

Budget revenue increased 1.82 times compared to the beginning of the term (reaching 5,470 billion VND), becoming the unit with the largest revenue in the province, balancing revenue and expenditure. Foreign affairs activities were promoted, contributing to promoting the image, strengthening international integration, attracting investment, and promoting socio-economic development. Transport infrastructure was upgraded, many new routes were built, creating conditions for economic development and expanding urban space.

New urban areas, apartment buildings, offices, high-rise hotels, supermarkets, multi-functional complexes... have been formed, changing the face of the city into a civilized and modern urban area in the North Central region. State management of land and urban order has been strengthened.

There have also been many advances in the cultural and social fields. The quality of education and vocational training has been improved; the city has always been the leading unit of the province in terms of educational quality with many achievements at the provincial and national levels. Culture and sports have developed.

The material and spiritual life of the people has been constantly improved, the poverty rate of the whole city is only 0.25%. People's health care, population, family and children work are taken care of. Many medical facilities in the city have become trusted addresses for medical examination and treatment of the people (in which the rise of Vinh City General Hospital is highly appreciated). The fields of tourism, science, technology, information - communication, education and training have had positive premises to become the center of the North Central region.

National defense and security are ensured. Party building and political system building are promoted comprehensively. The effectiveness and efficiency of government operations at all levels are improved. Attention is paid to the fight against corruption, negativity and waste. The activities of the Fatherland Front and mass organizations have made more efforts, innovations and are more effective.

I highly agree with the spirit of serious assessment and review of the City Party Committee in the Report submitted to the Congress. I propose that the Congress continue to promote democracy, focus on intelligence, analyze and clarify the limitations, shortcomings and causes, especially subjective causes in the implementation of the goals, targets and tasks that have not been achieved in the past term, in order to propose solutions to overcome and create faster and more solid progress in the coming time.

I basically agree with the goals, tasks and solutions set out in the Political Report presented to the Congress. I would like to note a number of issues that the City Party Committee needs to focus on researching:

One is,From the history of Vinh, on the basis of Resolution 26, Notice No. 55 of the Politburo, Decision 827 of the Prime Minister, it is necessary to see more clearly the mission of Vinh city in the province, in the region and the whole country. Coordinate with relevant agencies and units to resolutely handle outstanding issues, pay attention to using and promoting land resources to ensure a long-term and sustainable development strategy for the City.
