The conference listened to and gave opinions on the following contents: implementing the conclusions of the Chairman of the Provincial People's Committee at the online meeting of the third quarter of 2018, summarizing the socio-economic situation of districts, cities and towns in the fourth quarter of 2018 and the conclusions of the Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee at the thematic working sessions in November and December 2018; The implementation of the 2018 Work Program, the draft 2019 Work Program of the Provincial People's Committee; The socio-economic situation in December 2018, key tasks and solutions in the first quarter of 2019; The implementation of the 2018 State budget estimate, tasks and solutions for the implementation of the 2019 State budget estimate. The conference also listened to and gave opinions on the report on the implementation of the Administrative Reform Project at 7 pilot units in 2018; and report on preparations for the Spring Investor Meeting 2019.

End of year run-up
The results of socio-economic implementation in December 2018 show that: Agricultural production in December 2018 mainly focused on harvesting some perennial trees, fruit trees and taking care of winter crops in 2018.
As of December 15, 2018, the total winter crop area reached 38,685 hectares, equal to 100.48% of the plan and an increase of 5.39% over the same period in 2017.
22 more communes have met new rural standards, bringing the total number of communes with decisions to meet new rural standards as of December 15, 2018 to 203; it is estimated that the total number of communes meeting new rural standards this year will be 30, bringing the cumulative number of communes meeting new rural standards to 211, accounting for 48.96%.

The industrial production index in December 2018 increased by 14.81% over the same period in 2017. The high demand for construction at the end of the year led to a sharp increase in industrial products, which are raw materials for the construction industry; some products increased sharply because businesses prepared goods to meet the year-end consumer demand.
Total retail sales of goods in December 2018 were estimated at VND5,179.9 billion, up 12.99% over the same period; cumulative sales for 12 months were estimated at VND55,853.8 billion, up 12.99% over the same period.
In December 2018, the province focused on urging and checking the progress of projects to promote the implementation and disbursement of public investment capital in 2018; the disbursement rate as of November 30, 2018 reached 87.08% of the capital plan (the whole country in 11 months of 2018 disbursed 62.6% of the yearly plan).

Regarding business development, as of December 15, 2018, the number of registered enterprises was 1,852, up 7.24% over the same period, with a total registered capital of VND 10,303.2 billion, up 8.07%; 493 enterprises returned to operation, up 29.06% over the same period.
Budget revenue in 2018 is estimated at VND 13,141.6 billion, reaching 103.6% of the estimate and increasing by 3.1% compared to 2017. Budget expenditure in 2018 is estimated at VND 24,764.630 billion, reaching 104.1% of the estimate.

Regarding administrative reform, according to the report of the representative of the Department of Home Affairs, there are 7 pilot units implementing the Administrative Reform Project but have not yet completed the set goals.
The compliance with discipline and administrative discipline of officials and civil servants in some agencies and units is not serious. There are still many opinions from enterprises about some units that are limited in handling administrative procedures, capacity, spirit, attitude and behavior of officials and civil servants.
Many difficulties need to be resolved
Speaking at the conference, Mr. Hoang Nghia Hieu - Director of the Department of Agriculture and Rural Development said that in 2018, the weather had many unfavorable developments, however, the agricultural sector achieved many important results. 15 internal targets and 4 targets assigned by the province were all met and exceeded.

Regarding the field of natural resources and environment, responding to Vinh city's proposal on adjusting land price framework, Director of Department of Natural Resources and Environment Vo Duy Viet said that the city must have a written request for this issue for relevant departments and branches to study and consider.
Regarding the proposal of Hung Nguyen district on the collection of waste at Nghi Yen landfill (Nghi Loc), according to the Director of the Department of Natural Resources and Environment, this landfill has the participation of Vinh city, Nghi Loc district and Dong Nam Economic Zone in management and use. Currently, the landfill is overloaded, so the waste collection plan for districts such as Hung Nguyen and Dien Chau needs time to determine a suitable location based on the direction of the province.
Responding to the proposal of Ky Son district on upgrading and repairing the road and traffic system that was eroded after storms and floods, Director of the Department of Transport Nguyen Hong Ky said that the Department has proposed and submitted a solution to the Ministry of Transport for support.
Regarding investment promotion activities and overcoming the situation of slow-progressing projects, Director of the Department of Planning and Investment Nguyen Van Do said that the Department has advised the Provincial People's Committee to implement solutions for investors such as: depositing a deposit before accepting the investment policy; during the process of implementing investment documents, enterprises must have tax payment confirmation from the Tax Department; The Department of Planning and Investment has established inspection teams to inspect and review projects that are slow or do not fulfill their commitments for recovery. According to the Director of the Department of Planning and Investment, there are currently 147 projects that have been recovered, of which Vinh city has the most with 47 projects.

Worried about the risk of losing security and order before, during and after Tet, speaking at the conference, Colonel Nguyen Huu Cau - Member of the Provincial Party Committee, Director of the Provincial Police Department said that in just a short time in the province, the police force discovered and seized nearly 7 tons of firecrackers, double that of 2017.
According to the Director of the Provincial Police, if there is a lack of attention from sectors and localities, this issue will develop very unpredictably. Colonel Nguyen Huu Cau also reflected that the situation of fetal trafficking is particularly complicated. Accordingly, up to this point, Nghe An province has identified more than 70 cases of fetal trafficking. To prevent this situation, the head of the Provincial Police requested the province to have specific and drastic solutions. In which, it is required that localities, especially mountainous districts, strengthen their close contact with the people and the area to mobilize, propagate and disseminate the law to the people. The Border Guard force also needs to have solutions to propagate and prevent.
Focus on building growth scenarios for the first quarter of 2019
Speaking at the conference, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts of the Departments, branches and localities in the past time. Comrade Thai Thanh Quy also clarified some contents that the delegates had recommendations and proposals at the conference.
Regarding the socio-economic development orientation for the first quarter of 2019, the Chairman of the Provincial People's Committee requested that Departments, branches, localities and units must be proactive in preparing to build growth scenarios for the first months and the whole year of 2019.
According to comrade Thai Thanh Quy, the Provincial People's Council has issued a resolution to determine the province's growth rate in 2019 to reach 9-9.5%. To achieve this goal, departments, branches, localities and individuals must promote a high level of responsibility and working spirit. In particular, the finance and tax sectors must have solutions to collect budget revenue and immediately establish a working group to prevent revenue loss.
Sectors and localities must also pay attention and support to enterprises that pay large amounts to the budget. In addition, the allocation of the 2019 budget must also be timely, with districts being reminded to strictly adhere to financial principles.

Regarding administrative reform in 2018 and orientation for 2019, Chairman of the Provincial People's Committee Thai Thanh Quy evaluated the efforts of the Departments, branches and localities. At the same time, he also requested the Department of Home Affairs - the standing agency for administrative reform of the province to select a number of projects of investors to monitor and supervise the implementation of administrative procedures of related units. On that basis, determine how long it will take for a project dossier to complete the procedures.
According to the suggestion of the Chairman of the Provincial People's Committee, in 2018, after drawing experience from the implementation of the administrative reform pilot in 7 units, is there enough basis to choose 2019 as the administrative reform year of Nghe An? This issue is proposed to be studied by the Department of Home Affairs.
Directing activities before, during and after the Lunar New Year, Chairman of the Provincial People's Committee Thai Thanh Quy requested departments, branches and localities to pay attention and have solutions for market activities. That is the issue of price stabilization, ensuring product quality and food hygiene and safety. In addition, units should strengthen inspection and supervision of the transportation, storage, trading and use of firecrackers during the Tet holiday. The highest requirement is to closely coordinate with the police force to effectively combat and prevent this situation.
Units also prepare all resources, organize well the Tet and spring activities for the people, focus on folk cultural and sports activities so that people can celebrate Tet safely, healthily and economically.
Also in the morning, delegates listened to and commented on the report on preparations for the Spring 2019 Investor Meeting.
