Hemaraj billion-dollar industrial park project in Nghe An will be under construction in July 2018

The meeting was chaired by Mr. Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. This is a regular activity of Nghe An provincial leaders to grasp and promptly resolve problems and difficulties of projects in operation and newly signed after the investment attraction conference at the beginning of the year.

At the meeting, investors reported on progress and were resolved by the departments if they had any problems. By June 2018, VSIP Industrial Park, Urban Area and Service Project had 16 customers signing investment commitments in VSIP Nghe An Industrial Park (including 5 FDI ​​customers) with a total expected investment capital of more than 1,500 billion VND on a total area of ​​more than 64 hectares.

According to the investor: Currently, there are quite a lot of customers coming in while there are problems with land clearance for 5 cultural houses in Hung Nguyen and the football field. In the first 6 months of the year, VSIP is in need of a location for customers, so it is asking the province and Hung Nguyen district to clear the land for this location.

Hemaraj Nghe An Industrial Park project has now handed over and cleared the land for 129 hectares, and the environmental impact assessment dossier is expected to be approved in July 2018. The investor said that there are currently 2 companies (secondary investors) that have signed investment commitments with a total area of ​​8 hectares.

The investor representative said: Currently, the investor has transferred funds to the Nghi Loc District People's Committee to pay for land acquisition for 129.1 ha/143 ha of the project area and 14.1 ha outside the project area with a total amount of 261 billion VND. Currently, the investor has gathered some machinery and equipment and is expected to start construction on a large scale by early July. The province is requested to soon complete the lighting system along N5 road.

Hoang Mai 1 Industrial Park project is completing procedures to transfer the project investor. FLC Nghe An Ecological Resort and Entertainment Complex project in Nghi Tien commune, Nghi Loc district is expected to be approved by the Prime Minister in the fourth quarter of 2018.

The Cua Hoi entertainment area has been approved by the Provincial Party Committee Standing Committee for investment. The Provincial People's Committee issued Document No. 3854/UBND-CN dated June 1, 2018 assigning the People's Committee of Cua Lo town to coordinate with the investor to organize the preparation of detailed construction planning, submit to the Department of Construction for appraisal, submit to the Provincial People's Committee to report to ask for opinions from the Provincial Party Committee Standing Committee on the planning content.

Quang Trung Area B invested by Vingroup is expected to start construction in the first quarter of 2019.

Masan has a pig farm project in Quy Hop, which currently has 3,500 pigs, accounting for 70% of the farm's scale (November 2017), and has raised 10,000 pigs for meat; construction work has been 90% completed. Regarding the brewery, Nghi Loc district is striving to hand over the land for investment in the Masan Brewery by July 20.

The report on investment situation presented by Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee also showed that: At the 10th Meeting with Investors in 2018, Nghe An granted Investment Registration Certificates, Decisions approving investment policies for 9 projects and signed 16 memorandums of understanding on investment cooperation in Nghe An province with a total registered capital of 13,152 billion VND.

After 6 months, 5/9 projects were granted Decisions approving investment policies or Investment Registration Certificates.... 5 projects were implemented on schedule, 4 projects were implemented but still encountered difficulties. For 18 projects granted Investment Cooperation Memorandums, 2 projects were approved for investment policies, namely Nghi Loc Garment Factory Project and Project on linking production of clean rice and lotus seed; 6 projects were implemented on schedule; 6 projects were implemented but encountered difficulties; 4 projects were slow to implement.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh thanked and acknowledged the efforts of investors in the past time, especially some well-implemented projects such as VSIP, Hemaraj, Masan... Some projects the province is working with investors to solve procedures. In recent times, in difficult conditions, Nghe An has focused on investing in infrastructure, especially transportation, ports... to serve investors more conveniently and thanks to that, many projects have operated effectively. Through regular meetings, the experience of resolving investors' problems of Nghe An provincial leaders has become more and more smooth, more thorough and has been supported by investors.

Secretary of the Provincial Party Committee Nguyen Dac Vinh pledged that the provincial leaders would try to resolve any problems of Nghe An investors. Departments, branches and localities have tried their best to resolve procedures for investors. Some investment procedures need to be more secure, certain and feasible so that projects can be implemented soon.

Chairman of the Provincial People's Committee Nguyen Xuan Duong acknowledged all opinions of investors and assigned the sectors and units to continue to thoroughly resolve the issues so that the projects can soon come into operation.
