Nghia My Garment Factory Project (Thai Hoa): Maintain the 'land for land' plan
(Baonghean.vn) - On the morning of April 18, at the People's Committee of Nghia My commune, the Standing Committee of Thai Hoa Town Party Committee organized a dialogue with people about the recovery and conversion of production land at Nghia My Industrial Park.
Comrade Le Tien Tri, Member of the Provincial Party Committee, Secretary of the City Party Committee chaired the dialogue..Attending the meeting were representatives of relevant departments, Party committees, authorities of Nghia My commune and 36/49 households affected by the project to build a Korean export garment factory in Nghia My industrial park.

In the spirit of democracy and frankness, at the dialogue, people basically agreed with the policy of reclaiming and converting production land in Nghia My industrial cluster to build the Korean Garment factory project.

In addition, there were 18 comments from the people revolving around the following groups of issues: Disagreeing with the "land for land" plan, requesting compensation in cash because of old age, loneliness, illness, and inability to produce or no need for agricultural production.

Some opinions reflect that the propaganda and mobilization work of officials at all levels is not good. Some people expressed their agreement with the "land for land" plan but requested to increase the support level for grade 3 land and support the cost of land improvement at the new place. In addition, people also made suggestions that the land at the new place of residence is far away, infertile, ineffective for production, and not for the same purpose of use....

On behalf of the Standing Committee of Thai Hoa Town Party Committee, Comrade Hoang Phu Hien - Deputy Secretary of the Town Party Committee, Chairman of the Town People's Committee received and explained the people's suggestions and questions; drew experience in propaganda and mobilization work and once again clarified the Party's policies and the State's laws related to compensation and site clearance for Nghia My Industrial Park.
Regarding land in Dong Gioi field, before implementing the conversion plan, the town surveyed related criteria and invested in building 400km of construction ditches and 1000km of earthen ditches to ensure production for the people.

Concluding the dialogue, Comrade Le Tien Tri - Secretary of Thai Hoa Town Party Committee affirmed: the recovery and conversion of production land at Nghia My Industrial Cluster to serve the project of building an export garment factory is carried out in accordance with the 2013 Land Law; Official Dispatch 183 dated January 27, 2010 of the Prime Minister allowing the conversion of agricultural land at Nghia My Commune Industrial Park to implement investment and construction projects in Nghe An province and in accordance with the investment project to build technical infrastructure of Nghia My Industrial Cluster, Thai Hoa town approved by the Provincial People's Committee in Decision No. 4853/QD.UBND-CN dated October 30, 2008. Regarding the recommendations of the people, the Party Committee and the town government will consider applying maximum support for the people in accordance with the provisions of the law.
The Secretary of the City Party Committee hopes that the people will agree and share to soon hand over the clean land to implement the export garment factory project as requested by the Korean partner for the common benefit. Because only by implementing economic restructuring, developing industry and services, creating more jobs, increasing production value, stimulating investment attraction, can the socio-economic development in the area be promoted.
According to the scale of the project to build the HITEXVINAM export garment factory in Nghia My industrial cluster, in phase 1, the area of agricultural land that needs to be recovered to hand over to the investor is 4.5 hectares with 49 affected households in 4 hamlets: Yen Tho (31 households), Xuan Tho (6 households), Long Ha (9 households), Long Thuong (3 households). According to the commitment, by April 30, 2016, Thai Hoa town must hand over the clean land to the investor. |
The project has a total investment of 4 million USD, expected to create jobs for 3,000 workers with an average income of 4.5 million/month. Based on Clause 2, Article 74 of the 2013 Land Law on the principle of land compensation when the State recovers land, which clearly states: "Compensation is carried out by allocating land with the same purpose of use as the recovered land type. If there is no land for compensation, compensation will be made in cash according to the specific land price of the recovered land type decided by the Provincial People's Committee at the time of the land recovery decision". In reality, in Nghia My, there is still an area of public land of the same grade in Gioi field, so Thai Hoa town recovers land and compensates with agricultural land. |
