VSIP Nghe An project is clearing more than 140 hectares of land

(Baonghean) - Site clearance for phase 1A of the VSIP project includes 178 hectares, of which 145.4 hectares are in Hung Nguyen district and 32.6 hectares are in Vinh city. Currently, all sectors and levels are speeding up the implementation progress.

Hung Nguyen takes drastic action

With the drastic participation and determination of the importance of the project in the area, the People's Committee of Hung Nguyen district is implementing the 1A phase of the project, with a total area of ​​about 180 hectares, including 100 hectares of industrial land and 40 hectares of urban - commercial land in Hung Tay commune.

As of April 28, the area that has been cleared and handed over to investors is about 140 hectares. The remaining area of ​​about 15.4 hectares (including technical area, urban land and the area under the 72m road planning) is awaiting the results of cadastral measurement to establish a compensation plan for clearance.

Mr. Nguyen Van Thu - Chairman of Hung Tay Commune People's Committee said: Currently, nearly 100% of households subject to clearance for the project have agreed with the province's compensation and site clearance policy. Thanks to that, the clearance of rice fields has been basically completed.

There are still more than 10 hectares of extremely difficult areas, including the old and new cemeteries, the relocation of the village cultural houses, and finding land for the previously auctioned lots on Nguyen Van Be Street. Another difficulty is that because the agricultural land area has been divided, infrastructure, transportation, and irrigation works are affected in production.

To overcome that difficulty, the commune actively directed land acquisition, propaganda and mobilization of people, found land to arrange cultural houses, currently arranged locations for 2 cultural houses, mobilized people in the area not to bury in the old cemetery, mobilized people to prepare to clear the cemetery to the new planning area.

Head of the Hung Nguyen Land Clearance Advisory Board - Mr. Nguyen Dinh Kinh added: Hung Nguyen carries out land clearance according to phase 1A of the VSIP Nghe An project with a total area of ​​180 hectares, of which 140 hectares have been cleared, mainly in Hung Tay.

Currently, the People's Committee of Hung Nguyen district is directing the construction of resettlement areas for 36 plots of land and the stadium of the affected commune in the VSIP area; at the same time, it is directing the People's Committee of Hung Tay commune to work with the hamlets to find a location to relocate 6 hamlet cultural houses. The land fund to relocate 6 hamlet cultural houses is facing difficulties (there is no more agricultural land, residential land must be recovered to arrange accommodation in the residential area).

Vinh City is also directing the clearance of 32.6 hectares of urban and technical area land.

Continue to direct project support

VSIP has completed the survey of the soil mine reserves and is coordinating with the Provincial People's Committee's Working Group to complete the procedures to include the soil mine in the project to serve the site leveling work. The boundary and landmarks of 48.3 hectares of soil mine have been handed over.

Currently, the work of removing soil from Eo Gio mine to serve the leveling of the handed over 48 ha area is still in progress, ensuring the materials for leveling. The investor is actively implementing the leveling, currently leveling about 25 ha.

The provincial project steering committee has directed to thoroughly handle the relocation of graves arising around the Vinh bypass area and graves along National Highway 46B; urgently establish and approve the compensation plan for the project's phase 1A site clearance to pay households in March 2016; urgently build resettlement areas for 36 plots of land for timely relocation; conduct field surveys around the hamlets with cultural houses located in the project area, and determine in advance the locations for relocating cultural houses.

The Management Board of the Southeast Economic Zone was assigned to urgently complete the procedures for relocating the 110KV line according to the site clearance plan. The Vinh City People's Committee was also asked to urgently prepare and approve the compensation plan for the site clearance of the Phase 1A project in Hung Chinh commune to hand over the site to VSIP for leveling in March 2016.

Talking to us, the representative of VSIP Nghe An investor said: The province and the sectors are very interested in speeding up the progress of site clearance, the people in the project area are also active, however due to some procedures regulated by the Vietnamese State, we still have to wait.

Currently, 2 investors have received land and are expected to inaugurate the factory in the third quarter of 2016. We are also actively leveling the ground and constructing infrastructure items in the project area.
