At around 7:00 a.m. on February 28, Giap Van Truong (born in 1981) in Kep 2A village, Hong Giang commune, Luc Ngan district, Bac Giang, along with his eldest daughter, went to the gate of Hong Giang Secondary School to pick up Mong Thi Tuyet Ha (born in 2004), the daughter of Truong's sister-in-law in Ao Ca village, Hong Giang commune, to return home. Truong then locked the three children, Mong Thi Tuyet Ha, and his two daughters, Giap Kieu An (born in 2007) and Giap Thi Kim Anh (born in 2011), in a room with a 5-liter can of gasoline and a sharp knife with the intention of asking his wife's family to call his wife, My Thi Hai, in Taipei, China, to come home.

When Truong's paternal and maternal families discovered the incident, they came to Truong's house to advise him, and at the same time, they snatched the gasoline can and rescued Truong's two nieces. Immediately after receiving the report from the people, the Criminal Police Team of Luc Ngan District Police coordinated with the Criminal Police Department of Bac Giang Provincial Police and local authorities to go to the scene to propagate and prevent illegal acts. However, Truong still refused to release his niece and used many threatening words that if forced, the subject would do something reckless.
At 2:30 p.m. the same day, faced with Giap Van Truong's reckless behavior, the police decided to use strong measures to arrest the subject, ensuring the safety of Mong Thi Tuyet Ha.
At the investigation agency, Truong confessed that he had married Hai in 2006, but neither of them had stable jobs and only worked at home gardening. In 2016, the couple decided to borrow 60 million VND to invest in sending his wife to work abroad in Taipei, China.
At first, Hai sent money to her husband to pay off his debt, but later stopped sending. Because he suspected that his wife was having an affair with someone else abroad, Truong called his wife to come home and asked his wife's family to call Hai back, but failed, leading to the above incident.
