Nearly 250 cases of unauthorized land allocation in Thai Hoa town

(Baonghean.vn) - This is the figure given at the meeting of the Standing Committee of the Provincial People's Council with the People's Committee of Thai Hoa town on the afternoon of September 14 according to the survey program on the work of registration, issuance and reissuance of land use right certificates in the province.

Specifically, in the town, there are currently 250 cases of stable residential land use but the land was allocated without proper authority (land allocation time from October 15, 1993 to before July 1, 2004). Therefore, these cases have not yet been granted residential land use right certificates.

In addition to these cases, according to the Town People's Committee, there are 225 more cases in the area that were assigned land by the Nghia Dan District People's Committee from after October 15, 1993 to before July 1, 2004, but could not prove the fulfillment of financial obligations when the land was assigned, so they have not been granted land use right certificates.

At the meeting, based on the opinions raised by the survey team members, Director of the Thai Hoa Town Land Use Rights Registration Office Nguyen Duc Van admitted that currently, at the Office, there are more than 1,872 land use right certificates that have been granted or exchanged but have not been delivered to the people.

The current reason is that many households are mortgaging long-term "red" books at banks to borrow capital, so they are afraid to withdraw or organize a "third-party" handover - the bank, the Office and the people. Although when switching to "pink" books, people will be able to borrow more, because now after measuring and reissuing, the area has increased and credit institutions also create conditions for people to borrow more when mortgaging "pink" books.

According to Mr. Van, the town still has the situation of granting land use right certificates against encroachment, 2 plots/cover. Regarding the situation of building permanent houses on forestry land and agricultural land, the town is currently focusing on issuing land use right certificates for cases that are in accordance with the planning.

According to the People's Committee of Thai Hoa town, the rate of granting land use right certificates in the area is high, reaching 95.80% for urban land and 97.41% for rural land. For forestry land, the rate of granting land use right certificates is 85.06%; for agricultural land, it is 86.73%.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong highly appreciated the town's efforts in land management and granting and exchanging land use right certificates.

In addition, Vice Chairman of the Provincial People's Council Hoang Viet Duong also pointed out a number of limitations and shortcomings, and suggested that the town coordinate with all levels and sectors to focus on resolving difficulties in granting and exchanging land use right certificates, especially cases of prolonged petitions related to land.

The town needs to strengthen inspection and examination of land management at the grassroots level, promote the responsibility of the government and land officials, and handle specific responsibilities when violations occur; pay attention to coordinating to return the issued land use right certificates to the people; speed up the work of extracting, measuring maps and handling problems in cases of land allocation beyond authority...
