(Baonghe an.vn) - Up to this point, at Nghi Kim detention center (Nghe An Police), there are nearly 700 detainees whose voter lists have been compiled for the election of National Assembly and Provincial People's Council deputies for the 2016-2021 term.

Colonel Tran Sy Phang - Warden of Nghi Kim Detention Camp said: According to statistics up to now, Nghi Kim Detention Camp has more than 700 defendants and convicts on the voter list to participate in the election of National Assembly and Provincial People's Council deputies.

However, because the defendants and convicts are still in the process of participating in the proceedings, from now until the election day, this number will fluctuate and change because there will be cases where some people are released on bail, transferred away, and some people are transferred in.

The implementation of election work for detainees is a new point in the 2015 Law on Election of Deputies to the National Assembly and People's Councils. Therefore, based on the guidance of the Ministry of Public Security and the Election Law, the Detention Center has coordinated with the People's Committee of Nghi Kim Commune, Vinh City to unify the implementation plans for defendants and convicts to participate in election work to ensure the rights of voters.

The detention camp has established an election committee and posted voter lists in the prisons and entry and exit areas. In addition, it has directed the organization to disseminate information about the Election Law, provide guidance on voting methods, and the rights and obligations of voters to those eligible to participate in the election.

The unit also has plans in place, in case before the election day, those who are being detained or temporarily detained are released on bail, there will be specific instructions for them on their permanent residence to exercise their right to vote.

In cases where people are arrested or detained before the election day, we will check to see if they have a voter card at their place of residence and organize elections for them according to the law. If they do not have one, the unit will coordinate with the local Election Committee to supplement the voter card so that they can vote at the detention center.

To ensure the right to vote for those who are being detained or held in custody as well as order and security at the detention camp, the election method at Nghi Kim Detention Camp will be applied in the form of bringing "ballot boxes" to each detention house and detention cell to organize voting. This is a form of mobile voting, applied in special cases during elections.

The 2015 Law on Election of Deputies to the National Assembly and People's Councils stipulates that people who are being detained, people who are serving compulsory education or compulsory drug rehabilitation measures will also be included in the voter list to elect National Assembly deputies and People's Council deputies of the province where they are being detained, educated or undergoing compulsory drug rehabilitation (Clause 5, Article 29).
