The meeting between city leaders and a large number of people in Nghi Duc commune on April 10, 2019 recorded hundreds of opinions about concerns and difficulties in the final stage of site clearance (GPMB) to serve the construction of Vinh - Cua Lo road.

Most people expressed their opinions about the resettlement land area, the price of the place of arrival and departure, how to make family life convenient when moving to the new place when there are still livestock and poultry... Some people said that dividing the land into plots of only 150m2/household as it is now is not suitable, resettlement area is slow, after receiving compensation, is it enough to build a house...

“Land recovery compensation also depends on whether the household has all or part of the land recovered, how much residential land area is recovered, and the number of households with registered residences living on that land.

The city has a compensation plan and announced and provided specific instructions for people subject to land acquisition. “The resettlement land fund of Xuan Dong hamlet is for households that register for resettlement in advance. If any household registers before April 30, there will be an additional support policy of 18 million VND/household for 4 or more people; and for households with 4 or less people, the support will be 12 million VND/household. This mechanism is in addition to the support policy of the province and we hope to speed up the progress compared to the plan,” Mr. Nguyen Tat Son affirmed.

Work without days off

In recent days, it can be said that many agencies and units related to land acquisition and clearance in Vinh city have not had a day off before the deadline for completing the work. City leaders have divided into many groups to go to the people to do mass mobilization work, directly solving difficulties.

The city has continuously organized two construction protection campaigns for the Vinh - Cua Lo road project and the 72m road connecting the old Quan Bau intersection and Xo Viet Nghe Tinh road, which has been congested for many years.

Staff of the Vinh City Land Fund Center, the Department of Natural Resources and Environment, and the construction unit all worked on Saturdays and Sundays to check the origin, determine the time, advise on the issuance of a legal compensation plan, and urge the progress of the resettlement area construction. The above changes in the land acquisition work demonstrate the city's determination to ensure the progress of handing over clean land to investors before April 30, 2019.

According to the report, the project to build the Vinh - Cua Lo connecting road (phase 1) through Vinh city has currently received compensation for land acquisition and resettlement in Nghi Duc commune and is building a resettlement area in Xuan Trung hamlet. For the resettlement area in Xuan Dong hamlet, Nghi Duc commune (196 plots) has handed over the site for 178/196 plots and is continuing to direct the land acquisition for the remaining plots.

For the resettlement area in Hamlet 5, Nghi Phu commune, the plan is expected to be approved before March 25, 2019. The resettlement area in Hamlet 21 has inventoried 92/172 plots, and is continuing to mobilize the inventory of the remaining households.

Regarding compensation for road construction site clearance: The section through Nghi Duc commune, 78 agricultural land plots, has handed over 68/78 plots, and is continuing to direct the clearance of the remaining plots. The residential land section is the most difficult part, and the price plan and compensation plan are being made public.

Early this April, Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee chaired a working session to review the progress of compensation and support for site clearance of key projects and assign specific tasks to each project.

For the Vinh - Cua Lo road construction project (phase I), the city requires departments, offices, and the People's Committees of Nghi Phu and Nghi Duc communes to closely follow the tasks and progress assigned in Plan No. 201 of the Vinh City People's Committee and the conclusion of the Steering Committee to seriously and promptly implement them.

Vinh Investment and Construction Project Management Board speeds up the construction progress of projects: Nghi Phu Primary School, resettlement areas serving land acquisition for Vinh - Cua Lo road project (phase 2), to be completed before April 30, 2019, adjust the planning of resettlement areas when necessary; focus on completing the resettlement area of ​​Xuan Trung hamlet, Nghi Duc commune as soon as possible.

For the VSIP industrial park and urban area project in Hung Chinh commune, the city requested the Department of Natural Resources and Environment to advise on approving the compensation plan.

The Land Fund Development Center coordinates with the Investor and the People's Committee of Hung Chinh Commune to make payment and hand over the site before April 20, 2019. The People's Committee of Hung Chinh Commune confirms the origin of land use and the Land Fund Development Center develops a compensation plan, supports the appraisal, approval, and handover of the site before April 30, 2019.

The city also encourages and propagates, requests party members and people of the city to promote the sense of responsibility, make efforts to contribute to site clearance on schedule, which is also a positive contribution to building a modern civilized city.
