Personal monitoring to detect officials' violations in the 'egg'
Because of the recession, people are willing to ignore the common interest to take advantage and enrich themselves, their families and relatives illegally. Therefore, personal supervision is a necessary form of supervision and plays a decisive role in deterring and detecting violations of officials.

Pursuant to Resolution No. 4 of the Central Committee; Resolution No. 26-NQ/TW of the 12th Party Central Committee, recently, the Standing Committee of the Central Committee of the Vietnam Fatherland Front issued a Circular guiding the supervision of cadres, party members and cadre work to the Vietnam Fatherland Front Committees at all levels across the country.
Accordingly, the supervision of cadres and party members at their place of residence is carried out by four main groups of subjects: the Standing Committee of the Vietnam Fatherland Front Committee at the commune level, the Front Working Committee in residential areas, the People's Inspectorate and the people.

“Cadres and party members are those who serve the people, so they must be supervised by the people,” said Mr. Ngo Sach Thuc, Vice Chairman of the Central Committee of the Vietnam Fatherland Front. At the same time, he said that supervision here is not just a rigid process of finding ways to find mistakes of cadres and party members and then bring them to be reviewed and punished. First of all, supervision is to detect the first signs of wrongdoing to remind cadres and party members to go on the right path, and prevent disasters when they are just the seeds. Mr. Thuc emphasized that giving opinions during the process of individual supervision is very important.
If the Vietnam Fatherland Front Committee effectively supervises cadres and party members, it will bring practical value to the process of Party and State building, and strengthen the prevention of violations in the Party right from the smallest level.
Regarding the role of the Vietnam Fatherland Front Committees at all levels in the process of monitoring individuals, Mr. Thuc commented that the Front is the closest and most direct agency in the process of monitoring, inspecting, and detecting signs of violations by cadres and party members.

Frankly acknowledging the problem, the Vice President of the Central Committee of the Vietnam Fatherland Front informed: "In reality, there are many directives and regulations on the supervision of cadres, party members and cadre work, but the results and activities are not really clear." Mr. Thuc said that personal supervision is a new and difficult task while human resources for supervision are limited.
However, according to Deputy Head of the Democracy and Law Committee, Central Committee of the Vietnam Fatherland Front Phan Van Vuong, limited awareness and fragmented coordination with Party committees in some localities are barriers in implementing supervision of cadres and Party members.
Mr. Vuong said: “Firstly, the awareness of some Party committees about rights and supervision work is still limited. Second, the coordination and implementation of instructions during the supervision process in some localities is still lacking in determination and fragmented. Therefore, the supervision work has not achieved high results.”
Recently, on June 29, 2021, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held an online conference to deploy and train the topic "Supervision of cadres, party members and cadre work" in 2021.
This is the first time the Central Committee of the Vietnam Fatherland Front has organized a nationwide monitoring project, and the results are expected to be announced by the end of the third quarter of 2021./.
