Monitor and strictly handle illegal dumping of waste in Vinh city
Although there are specific regulations on garbage collection points as well as garbage dumping times during the day, a number of Vinh City residents still illegally dump garbage on roads, sidewalks, and vacant lots, at times other than those specified.
Littering
In recent years, the Lam River road, passing through Ben Thuy ward and Hung Hoa commune, Vinh city, has been the site of illegal dumping of household waste and construction waste. This road is quite far from the city center, has few people passing by, and has no surveillance cameras. The road and sidewalk are spacious and covered by many trees, making it an ideal place for some people to regularly throw garbage.

According to records in mid-February 2025, on the Lam River route, there are about 5 spontaneous garbage collection points with a variety of waste types, from personal items, expired furniture, packaging, tables and chairs... to construction waste, bricks, mortar... It is worth mentioning that not only the roadway and sidewalk but also the dike down to the Lam River, there is a large amount of household waste that is thrown haphazardly, mainly packaging, bottles, worship items, furniture... In addition, garbage is also thrown haphazardly from spontaneous food and beverage businesses along the Lam River.

Along the Vinh River route through Cua Nam Ward, one often sees images of large-scale household garbage dumps appearing on the roadside. According to the reporter's records, on February 18, a large spontaneous garbage dump appeared in the Cua Tien 2 bridge area, while right next to it was a sign prohibiting dumping. Around Cua Nam fish pond, spontaneous garbage dumps also appeared...

Mr. Pham Trong Hung - a resident of Cua Nam ward said: I often go to exercise on the road along Vinh river and Cua Nam fish lake, sometimes I see a dump of garbage that has been thrown away for a long time, giving off a foul smell. Maybe people take advantage of the late night when there are few people around to bring garbage here to dump, this area also has little light, no cameras so they are not afraid of being discovered...

Not only in riverside and lakeside areas but also in Vinh inner city roads, illegal dumping of waste is also very common. According to the reporter's records, recently there have been many spontaneous waste collection points, some of which have been burned to a crisp, such as in front of the gate of Vinh University High School for the Gifted, Lane 2 of Bach Lieu Street, Nguyen Viet Xuan Street, Truong Van Linh Street near Lotte Supermarket, Le Ninh Street, Vinh - Cua Lo Boulevard...
Ms. Nguyen Thi Thanh - an environmental sanitation worker shared: We often see people dumping garbage in the wrong place and at the wrong time, especially during and after the recent Lunar New Year. The workers in charge of the route must clean up the garbage that is generated. We also do not know who is littering so we can give advice or remind them.

A representative of Nghe An Urban Environment and Construction Joint Stock Company said: "Almost every day we receive reports from workers about the emergence of illegal garbage dumping sites in Vinh City. There are even places that have just been cleaned, but a few hours later, new piles of garbage appear. The unit has also sent many documents to the city government to strengthen inspection and handle this situation."
Enhanced processing
Previously, the whole city had more than 180 garbage collection points on collection trucks, but now there are only 5 temporary garbage collection points in the wards: Hung Loc, Hung Dong, Hung Phuc, Vinh Tan and Trung Do. If people have a large amount of garbage, they can bring it to these points for the Urban Environment and Construction Joint Stock Company to collect and transport. The rest must be released into the environment at the prescribed time when sanitation workers collect it.

According to statistics from Nghe An Urban Environment and Construction Joint Stock Company, the unit in charge of collecting and transporting waste in Vinh City, on average, Vinh City has about 350 tons of waste per day and night and is increasing due to the development of economic and social life and the expansion of administrative boundaries. During peak holidays and Tet, it can increase to 1,000 tons per day and night. The total number of sanitation workers, about 500 people, is divided into teams, specifically in charge of each ward and commune. However, with the current situation of illegal dumping of waste in the wrong place and at the wrong time, the collection and transportation of waste is even more difficult.

Faced with the situation of environmental sanitation and urban aesthetics being lost due to illegal dumping of garbage, Vinh city and local authorities have developed pilot plans, which have brought certain effectiveness and need to be replicated.
The 72-meter route through Hung Dong Ward, Vinh City was previously a hot spot for illegal dumping of garbage in the middle of the road, stretching for dozens of meters, causing serious pollution. Faced with this situation, in 2024, Hung Dong Ward implemented a solution of hanging prohibition signs and installing cameras to issue fines.
Previously, the 72-meter road through the area had a lot of people dumping garbage, often outside of working hours when there was no supervision from the authorities. In response to this situation, the ward allocated 10 million VND to install 2 solar-powered cameras, connecting the images to the phones of the ward authorities and the order enforcement team. Since then, all cases of illegal dumping have been recorded specifically, with date and time as well as license plate numbers. The ward has also fined over 40 cases of illegal dumping here. Up to now, the 72-meter road through the area has been clean.

In Vinh Tan ward, the residential area along the Vinh river is also often illegally dumped by people. The locality has established patrol teams, working overtime with the core force being the urban team along with blocks and residential groups. From the end of 2024 until now, the ward has discovered and recorded 7 cases of illegal dumping in the area. Currently, the patrol teams are still operating continuously, especially when Hong Son ward merged into Vinh Tan, the workload has increased, however, illegal dumping is on the decline.

According to the Department of Natural Resources and Environment of Vinh City, the city has issued Decision No. 02/2020 promulgating regulations on the collection, storage, transportation and treatment of domestic solid waste in the area. The collection and disposal of domestic solid waste must be at the right time and place. Violations will be subject to administrative sanctions according to current laws.
Vinh City has also issued documents directing wards, communes and units to strengthen inspection and supervision of littering, not in the right place and at the right time, and strictly handle it according to current regulations.

According toDecree 45/2022/ND-CPAccording to regulations on administrative sanctions for violations in the field of environmental protection, the act of throwing, dumping, or dumping garbage or dumping wastewater in the wrong place in apartment buildings, commercial or service areas or public places will be fined from 500,000 to 1 million VND; the act of throwing, dumping, or dumping garbage on sidewalks, roadsides, or into urban wastewater drainage systems or surface drainage systems; dumping wastewater in violation of regulations on sidewalks, roadsides; and dumping plastic waste generated from daily activities into ponds, lakes, canals, rivers, streams, and seas will be fined from 1,000,000 VND to 2,000,000 VND.
