Professor Thai Van Thanh: The Ministry of Education and Training does not necessarily compile textbooks for all subjects.
(Baonghean.vn) - The 6th session of the 15th National Assembly discussed socio-economic issues in the Hall. One of the issues that many delegates were interested in was the issue of whether the Ministry of Education and Training should be assigned to compile a set of textbooks.

Faced with different opinions regarding whether to assign the Ministry of Education and Training to compile a set of textbooks, Professor, Doctor Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training, National Assembly delegate of Nghe An delegation spoke at the discussion session on the afternoon of November 1 at Dien Hong Hall, National Assembly House.
According to delegate Thai Van Thanh, the 2018 General Education Program implemented so far can be said to be successful, following the trend of developing liberal education.
Discussing the issue of whether the Ministry of Education and Training should compile a set of textbooks, the delegate from Nghe An said that Resolution No. 88/2014/QH13 of the National Assembly and the Law on Education have stipulated the socialization of textbook compilation.
In 2020, the National Assembly issued Resolution 122, which clearly stated: "When compiling textbooks using the socialized method, if each specific subject has completed at least one textbook that has been appraised and approved according to the provisions of the Law on Education, then the compilation of textbooks using the State budget for that subject will not be implemented."
The Law on Prices (amended) passed by the 15th National Assembly at the 5th Session also included textbooks in the price management list.

In particular, Professor Thai Van Thanh said that the 2018 General Education Program will be implemented until the 2024-2025 school year, which is the end of the first cycle. Thus, there is only one more school year for the Ministry of Education and Training to focus on approving and evaluating textbooks for grades 9 and 12 to ensure quality, effectiveness and suitability to reality.
According to the delegate, after completing the first cycle of implementing the 2018 General Education Program, the Ministry of Education and Training should seriously evaluate and review the complete program and textbooks.

Delegate Thai Van Thanh also said that the Ministry of Education and Training should not participate in compiling textbooks for all subjects, but only for some specific subjects, the Ministry needs to play a leading role.
"Subjects in the fields of natural sciences and technology do not necessarily require the Ministry of Education and Training to participate in compiling textbooks because these are subjects of knowledge and truth of humanity," the delegate stated.
Instead, the Ministry of Education and Training can consider compiling a number of social science subjects to ensure the Ministry's leading role in orienting students' ideal values and revolutionary ethics; at the same time, compile ethnic language textbooks and books for visually impaired students to ensure fairness in access to education.
