To support the grassroots, in addition to assigning party members who are cadres and civil servants of the commune to participate in activities at village party cells, maintaining a good periodic meeting regime and two-way information channels. The Tri Le commune Party Committee also promptly issued a project to improve the quality of party cell activities associated with the coordination relationship between the party cell secretary and the village chief for the period 2021 - 2025. "Previously, the coordination between some party cell secretaries and village chiefs was not highly unified, so the results of performing the tasks of the party cell and the village were low.

Therefore, the Commune Party Committee requires 100% of Party cells and Management Boards to develop and implement well the regulations on coordination of work between Party cell secretaries and village chiefs. Because only by implementing well the two-way relationship between Party cell secretaries and village chiefs can we create solidarity and unity in the village to carry out political tasks well and complete the targets: The rate of Party members participating in Party cell activities reaches 85% or more and the work of creating sources for Party members is well done, not allowing the Party cell to not admit new Party members for 2 to 3 years" - Secretary of the Commune Party Committee Vi Van Du said.

In addition to "covering" village chiefs who are Party members, the Commune Party Committee also assigned the responsibility to the village and hamlet Party cells to first propagate, mobilize, and train the team of deputy village chiefs, village team leaders, heads, and deputy heads of mass organizations who are not Party members to join the Party; striving to achieve 90% of deputy village chiefs, village team leaders, and heads of mass organizations to be Party members by 2025. In addition, seriously assign exemplary and prestigious Party members to train and accompany "seed" factors, which are outstanding masses, to join the Party.

The good news is that the proportion of female party members from ethnic minorities in the party cells is increasing, the whole commune currently has 51 female party members, including some party cells with 8-10 female party members such as in Lam Hop and Liem Hop Party Cells...

In 2020, Tri Le Commune Party Committee admitted 14 party members, exceeding the planned target. In 2021, up to this point, 3 new party members have been admitted, all of whom are Mong people, including Lau Y Lau (born in 1995), Y te of Muong Long village; and Ba Di (born in 2000), and Ba Dia (born in 1993) in Muong Long Party Cell.

In 2021, the assigned target was 8 comrades, so far, 2 comrades have been admitted, and the files for 3 comrades are being prepared.

To create resources for local Party development work, every year, the commune Party Committee proactively builds plans, assigns targets and guides each Party cell to pay attention to discovering, training and recruiting new Party members. Assigns comrades of the Standing Committee and the Party Executive Committee of the commune to attend monthly meetings with grassroots Party cells, both to grasp the situation and to guide and urge Party building work, including training and recruiting Party members.

Similarly, Party cells assign Party members to be in charge of households to grasp their ideas, help them overcome difficulties in economic development, and at the same time discover and select factors to train and recruit Party members. Many Party cells have made efforts to create sources and recruit Party members on the spot, such as Vinh Tien and Long Thang Party cells.

In addition, the Party Committee and the government of Hanh Dich commune also seek solutions to help people, especially young people, stay and start businesses in the locality. The commune encourages people to develop economic models by issuing specific programs and projects. Notable among them are the plan to preserve and develop medicinal plants; the plan to implement a livestock and poultry farming model associated with the planning of livestock farming areas to become commodities.

Currently, the area of ​​yellow tea flower trees is about 14.3 hectares, and it is expected to be newly planted with an additional 10 hectares. In addition to supporting funding for building a pilot model, the district and commune also have policies to support fertilizers and seeds for people when converting agricultural land, garden land to grow medicinal plants; attracting investment capital from organizations and businesses for the conservation of medicinal plants... creating jobs for local workers.

Ensure both quality and quantity

Que Phong District Party Committee has 34 Party Cells, including 19 Party Committees and 15 grassroots Party cells. The total number of Party cells directly under the grassroots Party Committee is 218 (including 107 Party cells of blocks, hamlets, and villages). In the area, there are 4 border communes: Tri Le, Nam Giai, Hanh Dich, and Thong Thu; there are 7 ethnic groups living, of which ethnic minorities account for 90.6%.

According to the leader of the District Party Committee's Organizing Committee: In reality, developing party members in the district faces many difficulties, because the source of party member development mainly relies on the youth force, but currently some of this force go to school, some go to work far away. Those who stay at home have limited qualifications and capacity, lack the will to strive or are not interested, so it is difficult to train and introduce to the Party. However, thanks to the implementation of many solutions in the work of developing the Party, ensuring both quality and quantity, from 2016 to now, Que Phong has no hamlets without party cells, without party members and hamlets at risk of no longer having party cells (less than 5 party members) according to the scope of Project 01-DA/TU of the Provincial Party Committee.

Every year, the Standing Committee of Que Phong District Party Committee assigns specific plans to each grassroots Party organization; periodically reviews and grasps to promptly direct Party committees at all levels on the training roadmap and create sources for Party members in the locality. In addition, it strengthens inspection and supervision, promptly commends units that do well, reminds and supports localities that have not met the requirements.

Based on the district's assigned targets and specific situations, local Party cell organizations proactively develop plans for developing Party members; coordinate with the District Political Training Center to open Party sympathy training classes for outstanding masses to create a source for Party development. Party committees at all levels focus on assigning Party committee members or official Party members with experience in Party work, prestige, and understanding of ethnic minority customs and practices to live in villages and hamlets, to build a core force...

As in the Na Hum village Party Cell (Thong Thu), according to Party Cell Secretary Vi Chung Thuy: Thanks to experienced party members in the commune and comrade Cao Xuan Tuan - Thong Thu Border Guard Station who came to work at the cell to help and support, the cell not only led Na Hum to become the first new rural village in Thong Thu commune but also discovered, trained and developed new party members. On average, each year, Na Hum cell admitted 1 party member, in 2020 alone, 2 new party members were admitted from local sources.

In many localities, village and hamlet Party cells regularly organize extended activities, with the presence of heads of mass organizations to grasp and closely follow the key contents of local economic and social development and resolutions of the Party cell on the development of the village and hamlet. On this basis, the mass organizations and organizations seriously implement the tasks assigned by the Party cells; pay attention to and review outstanding union members and members to nurture, develop, and create resources for the Party.

In the 2015-2020 term, Que Phong district admitted 931 party members, reaching 100.34% of the target set by the Resolution of the 21st District Party Congress. The total number of party members by December 2020 was 5,318. In 2020 alone, the district admitted 108 new party members (reaching 108% of the plan; an increase of 66 new party members compared to the same period in 2019).

Party membership recruitment does not follow quantity but is strictly implemented by Party organizations according to Directive 28-CT/TW of the Central Party Secretariat on improving the quality of party membership recruitment.

In the coming time, to achieve the goal of admitting 450 - 500 new party members during the entire term as set by the 22nd District Party Congress, Que Phong district will pay special attention to creating sources and developing party members in party cells with few party members and old party members, party cells in remote hamlets and villages, party cells that have not admitted new members for many years, and party cells in border areas; strengthening party cells in blocks, hamlets and villages to become increasingly stronger, avoiding the risk of no longer having party cells.
