Contribute comments on draft projects related to titles, positions, and job positions to the Politburo
(Baonghean.vn) - On the afternoon of June 11, under the chairmanship of comrade Nguyen Thanh Binh - Member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organizing Committee, the Central Organizing Committee held an online conference to contribute opinions to the draft projects submitted to the Politburo.
These are the draft Project to Review leadership positions and titles in the political system and build a list of equivalent positions from the central to grassroots levels; the draft Project to Build a framework for the list of job positions in the political system.

Many comments contributed to the draft project
Regarding the draft Project on Reviewing leadership positions and titles in the political system and building a List of equivalent positions from the Central to the grassroots level, at the conference, delegates discussed and added opinions on the necessity and basis for building the Project, assessed the advantages and some limitations that need to be overcome.
In addition, regarding the List of equivalent positions in the political system from the Central to the grassroots level, delegates also spoke and clarified a number of contents to synchronously and uniformly implement the stages of planning, mobilizing, appointing, rotating, training, fostering and implementing the regime and policies for cadres.
Basically, delegates agreed with the List of positions arranged in 2 groups, based on the positions in the system of State administrative agencies, including 10 position levels to determine equivalent positions.
Delegates also gave opinions on determining "Equivalent positions" according to the criteria: Same standard framework of titles, criteria for evaluating officials issued by competent authorities.

Regarding the framework of job positions in the political system, according to the general assessment, job positions have been built in accordance with the functions and tasks of organizations, agencies and units. In the process of implementing job position development, there has always been a high consensus among Party committees, Party organizations and relevant agencies and units; A framework of job positions for cadres and civil servants in the political system has been built, scientifically designed in 4 groups (Management leadership, specialized profession, shared professional profession, service support).
This is an important basis for implementing salary payment and arranging the use of cadres, civil servants and public employees according to job positions.
However, the limitation is that up to now, the construction of the framework for the list of job positions for cadres and civil servants from the central to district levels has only been completed; the job position descriptions and competency framework have not been built yet. The implementation of the construction of civil servant job positions is being carried out, but has not been synchronized in the framework system for the list of job positions. Some documents guiding the construction, management, and arrangement of cadres, civil servants, and public employees according to job positions are not suitable for reality.
The Draft Project on the framework of job positions in the political system has overcome previous limitations and shortcomings and is built on the objectives, requirements, viewpoints, principles, and processes to ensure comprehensiveness, unity, and connectivity in the political system. Therefore, it meets the goal of salary payment and implementation of management and arrangement of use of cadres and civil servants according to job positions.
Specifically: A framework for the list of positions for officials and civil servants from the central to district levels has been developed, including 988 positions. Of which, 219 are leadership and management positions; 679 are professional and specialized positions; 72 are shared professional positions; and 18 are support positions.
Job positions have also been divided into blocks such as: Block of Party agencies; Block of Fatherland Front and socio-political organizations; Block of agencies under the management of the Government and the Office of the President; Block of agencies under the National Assembly, the Standing Committee of the National Assembly, the People's Court, the People's Procuracy, the State Audit...
Expanding specialist job positions for provinces and cities
Speaking at the conference, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province affirmed that the drafts were carefully prepared by the Drafting Committee and the Editorial Team of the Central Organizing Committee, with close consideration between theory and practice, demonstrating fundamental and scientific innovation in personnel work and personnel organization from the Central to the grassroots level.

Regarding the Project on Reviewing the titles and leadership positions in the political system and building a list of equivalent positions from the central to grassroots levels, the Standing Deputy Secretary of the Nghe An Provincial Party Committee proposed to clarify the necessity of building the project. Accordingly, not only affirming the achievements of the political system and increasingly perfecting personnel work, but also pointing out the current shortcomings.
Regarding the draft Proposal to develop a framework for the list of job positions in the political system, comrade Nguyen Xuan Son suggested: Expert job positions should not be limited to departments, ministries, ministerial-level agencies, government agencies and People's Committees of Hanoi and Ho Chi Minh City. According to the Chairman of the People's Council of Nghe An province, it is necessary to allow other provinces and cities to also have expert job positions. Because in reality, with the current development trend, provinces and cities also need experts.
In particular, becoming an expert should be encouraged as a way for cadres to strive, not just a way to strive for a position. On the other hand, there are leaders and managers who have completed two terms, have not reached retirement age but are not old enough to be re-elected as leaders, while they actually have outstanding abilities, knowledge, expertise, experience, skills and health. Being assigned to the expert position will be very beneficial.
Comrade Nguyen Xuan Son also requested the Central Organizing Committee to pay attention to the list of management positions for merged and unmerged organizations but with plans to merge...
The conference also heard 22 comments from representatives of provinces and cities. The comments from the delegates will be received by the Central Organizing Committee, on which basis the projects will be finalized before being submitted to the Politburo for consideration.
