(Baonghean.vn) - In June 2023, the authorities ordered the installation of steel stakes and the release of life buoys along the canal leading to Do Luong to prevent drowning. However, after only a few months, a series of life buoy chains were stolen by thieves in Yen Thanh district.

Mr. Nguyen Cong Luong - Director of the Irrigation Enterprise (under the Northern Irrigation One Member Co., Ltd.) said: Through inspection and verification, 5 life buoy chains were lost along the canal leading to Do Luong. Specifically, on August 8, 1 life buoy chain was lost downstream of Tien Canh bridge, Dai Thanh commune, on August 17, 2 life buoy chains were lost downstream of Dinh siphon, Van Thanh commune, and on August 21, 2 life buoy chains were lost downstream of Thi Nghiem bridge, Yen Thanh town.

In addition, on August 20, a thief stole a 2.2 KW electric motor at Quy Lang culvert in Lang Thanh commune; on April 14, a thief stole 30m of power line operating at Hiep Hoa culvert, Hoa Son commune, Do Luong district.
According to Mr. Nguyen Cong Luong, the life buoy system is located along the sparsely populated canal banks, making it difficult to manage, and thieves mainly steal at night.

In recent years, drowning incidents have often occurred on the 56 km long Ba Ra Do Luong canal system. In response to this situation, from June 15 to June 24, the Project for Restoration and Upgrading the Northern Nghe An Irrigation System (JICA2) deployed steel piles on both sides of the canal, using iron chains to fix life buoys on the Ba Ra Do Luong canal section through Yen Thanh, Dien Chau, and Quynh Luu districts, about 15 km long.
