'Luggage' of Cua Lo and 4 communes of Nghi Loc district when merging into Vinh city
Cua Lo town and 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) all have their own economic strengths, which are necessary supplements to Vinh city. Notably, both Cua Lo and the 4 communes above have balanced their budgets.

Cua Lo landToday is closely associated with the history of formation and development of Nghi Loc district. In 1994, the Government issued Decree No. 113/ND-CP on the establishment of Cua Lo town in Nghe An province, including 5 wards: Nghi Hai, Nghi Hoa, Nghi Tan, Nghi Thuy, Thu Thuy and 2 communes: Nghi Huong, Nghi Thu with a total natural area of 29.12 km2.
On March 12, 2009, the Ministry of Construction issued Decision No. 234/QD-BXD on recognizing Cua Lo town, Nghe An province as a type III urban area.
In 2010, Nghi Huong and Nghi Thu communes were recognized as two wards with corresponding names according to Resolution No. 38/NQ-CP of the Government.
After the establishment of wards, Cua Lo town has 7 wards directly under it and has been operating stably until today, including: Nghi Huong, Nghi Thu, Nghi Tan, Nghi Thuy, Thu Thuy, Nghi Hai, Nghi Hoa.
According to statistics of Nghe An province, as of December 31, 2023, the population of Cua Lo town is 77,813 people, of which the permanent population is 61,808 people, the converted temporary population is 16,005 people.
Cua Lo town has been identified, along with Vinh city, as one of the three key economic zones of Nghe An province; in which, services and tourism are a spearhead economic sector.
Cua Lo town has a clean, green beach and is a coastal tourist city with strong appeal. Cua Lo’s potential is not only tourism but also services. Sea tourism is the focus, but production, trade and service activities related to tourism are the activities that bring in revenue and profit.
In 2023, the industry - construction sector will reach 6,219.27 billion VND; the trade - service sector will reach 4,780.68 billion VND; the agriculture - forestry - fishery sector will reach 628.55 billion VND. The total budget revenue in the town will reach 1,224.24 billion VND, and the total budget expenditure will reach 809.78 billion VND.
Nghi Xuan Communehas a natural area of 6.16 km2According to statistics as of December 31, 2023, the commune has a total population of 11,884 people; of which, the permanent population is 11,252 people; the converted temporary population is 632 people.
Nghi Xuan has a strong increase in the number of workers in companies and factories with over 2,200 people; at the same time, the commune always creates conditions, encourages and maintains traditional occupations such as: blacksmithing, carpentry, wine production... and develops many new occupations such as: welding, brick production, mechanics, carpentry...
In 2023, Nghi Xuan commune's total budget revenue will reach 28.5 billion VND; total budget expenditure will reach 28 billion VND.
Phuc Tho Communehas a natural area of 6.12 km2According to statistics as of December 31, 2023, the commune has a total population of 10,409 people; of which, the permanent population is 10,204 people; the converted temporary population is 205 people.
Phuc Tho commune has the strength of small-scale industrial products associated with traditional occupations such as carpentry, construction, painting, and mechanics. The total budget revenue in 2023 of Phuc Tho commune is 25.5 billion VND; the total budget expenditure in 2023 is 25 billion VND.
Nghi Thai Communehas a natural area of 9.5 km2According to statistics as of December 31, 2023, the commune has a total population of 11,006 people; of which, the permanent population is 10,738 people; the converted temporary population is 268 people.
In the commune, traditional industries are developed such as: noodle making, food processing, construction material production, etc.; at the same time, there are also many other industries such as: welding, garment.
In 2023, the commune's total budget revenue is 35.2 billion VND; total budget expenditure is 35.2 billion VND.
Nghi Phong Communehas a natural area of 10.34 km2According to statistics as of December 31, 2023, the commune has a total population of 11,831 people; of which, the permanent population is 10,827 people; the converted temporary population is 1,004 people.
Industrial and handicraft production continued to develop, contributing to accelerating the economic restructuring in the right direction, creating more jobs for workers; there are about 45 enterprises and production and trading companies in the area. Traditional industries such as construction, mechanics, etc. developed rapidly; carpentry workshops; mining and construction material production facilities, etc. increased sharply, contributing to creating regular jobs for 400 to 500 workers.
Taking advantage of the surrounding areas of Vinh city and Cua Lo town, with favorable traffic conditions, people have boldly invested in the business and service sectors. Types of services such as: transportation, auto and motorbike repair, electronics, refrigeration, household electricity, garment, construction materials trading, household appliances, employment, labor export, food and beverage, grocery retail... have developed strongly and diversified. In the area, there are about 487 households doing business in services and trade.
In 2023, Nghi Phong commune's total budget revenue will reach 29.85 billion VND; total budget expenditure will reach 29.85 billion VND.
Vinh CityBefore expansion, the natural area was 104.99 km.2According to statistics of Nghe An province, as of December 31, 2023, the population of Vinh city is 457,726 people, of which the permanent population is 382,371 people and the converted temporary population is 75,355 people.
Total production value calculated at current prices in 2023 reached 101,685.72 billion VND. Of which, the industry - construction sector reached 47,580.64 billion VND, accounting for 46.79%; the trade - service sector reached 53,260.16 billion VND, accounting for 52.38%; the agriculture - forestry - fishery sector reached 844.92 billion VND, accounting for 0.83%.
In 2023, the total state budget revenue in the city will reach VND 7,879,615 billion; total state budget expenditure will be VND 4,417,476 billion.
Today, December 1, 2024, Resolution No. 1243/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district-level and commune-level administrative units of Nghe An province for the period 2023 - 2025 takes effect. The entire natural area and population of Cua Lo town and 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) are merged into Vinh city. After the arrangement, Vinh city has a natural area of 166.22 km2and officially became a coastal city. The population of Vinh city exceeded half a million people (580,669 people).
