Provincial People's Council supervises human resource training in Thai Hoa town
(Baonghean.vn) - Emphasizing the need to train human resources not only for Thai Hoa town but also for the entire Northwest region, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that the town needs to have a strategy to improve the quality and effectiveness of this work.
On the morning of April 25, the Provincial People's Council's Supervisory Delegation led by Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, conducted a supervision visit to Thai Hoa town on human resource training and development.

MANY DIFFICULTIES IN HUMAN RESOURCE TRAINING
Currently, in Thai Hoa town, there are 2 vocational training institutions with the function of vocational training from elementary to intermediate level, including: Thai Hoa town Continuing Vocational Education Center and Western Nghe An Technical Economic College.
After 5 years (2015-2020), in Thai Hoa town, there are 16,935 people learning a trade, of which 1,260 are college level, 1,834 are intermediate level and 13,814 are elementary level (under 3 months). Vocational training for 705 rural workers according to Decision 1956/QD dated November 27, 2009 of the Prime Minister.

In the period 2015-2020, the rate of trained workers is from 55-65%, creating new jobs for 1,500-2,000 people each year. The rate of workers with jobs after training is from 70-80%.
To ensure training quality that meets the requirements of businesses, vocational training institutions have flexibly implemented mobile vocational training methods in localities; coordinated with businesses to develop vocational skills training programs, vocational practice and "soft" skills; and provided streams and orientation for students after junior high school and high school.

However, vocational training for rural workers is facing many difficulties, especially the low awareness of the people. Vocational training is usually short, only about 3 months, so after completing vocational training, there are still many difficulties in practicing the profession.
While vocational training institutions reported to the Supervisory Board about the shortage of teachers compared to the training scale, the lack of facilities and equipment of vocational training institutions, the limited linkage between vocational training institutions and businesses, etc.

At the meeting, Thai Hoa town and vocational training institutions proposed to continue implementing the vocational training policy for rural workers in the 2021-2030 period; and to allocate direct training resources to vocational training institutions.
Continue to pay attention to supplementing annual funding to support vocational training institutions to purchase facilities to meet the needs of continuing education and vocational training; training policies to improve teachers' qualifications, etc.

During the meeting, members of the Supervisory Delegation requested the locality to clarify related issues regarding: training costs; linkage with businesses, streamlining after graduating from junior high school and high school; strengthening facilities for centers; solutions to improve vocational training for rural workers; employment after training in the area; activities of vocational training institutions, etc.

TRAINING HUMAN RESOURCES TO MEET THE REQUIREMENTS OF THE ENTIRE NORTHWEST REGION
Clarifying the issues of concern to the members of the Supervisory Delegation, Chairman of the People's Committee of Thai Hoa town - Comrade Pham Chi Kien emphasized: Resolution on a number of specific mechanisms and policies to support the development of Thai Hoa town to become a central urban area of the Northwest region of Nghe An, period 2022-2025. In which, the goal is set for Thai Hoa town to become a center for training human resources in the Northwest region.
In the coming time, the town will have many projects and factories coming into operation. Vocational training for workers is an advantage and an attraction for investment. Therefore, vocational training for workers is a necessary job for the development of the town.
"Based on assessing labor demand by occupation, identifying and overcoming difficulties in vocational training, the town will have a strategy in this work from building training industry targets, surveying labor demand associated with local development orientation; strengthening links with businesses, improving the quality of vocational training, and developing the town's human resources" - said comrade Pham Chi Kien.
Concluding the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi emphasized: Thai Hoa town clearly identifies its position in the development of the Northwest region. Human resource training is not only for the town but also for the entire Northwest region.
Sharing the difficulties of vocational training institutions in the town, the Vice Chairman of the Provincial People's Council said that this situation raises the issue that investment in vocational training is not only in the town in particular but also in the province in general.

He suggested that the town leaders and the Department of Labor, War Invalids and Social Affairs study and consider whether to merge the Thai Hoa Town Continuing Vocational Education Center and the Western Nghe An Technical and Economic College. On that basis, report and make recommendations to the province for consideration and decision.
At the same time, localities and vocational training facilities need to be proactive in coordinating and linking with businesses and vocational training facilities.
