Provincial People's Council supervises the reorganization of public service units in Cua Lo town
(Baonghean.vn) - Making a recommendation to the Provincial People's Council's Supervisory Delegation, the representative of Cua Lo town's leadership said that currently, Cua Lo town has 5/6 units assigned from 3 to 11 positions; these units have different functions and tasks, so it is very difficult to rearrange them to ensure the provision of public services.
On the afternoon of October 14, the Legal Committee of the Provincial People's Council supervised the implementation of State management on organizational structure, payroll, and labor contracts at State agencies and public service units in Cua Lo town.

During the period from 2020 to 2022, Cua Lo town has strictly implemented the Party's regulations, the State's laws, and instructions of the central ministries, departments, and branches on the organization of the apparatus, management of cadres, civil servants, public employees, and labor contracts.
Ensure the basic requirements of clearly defining functions, tasks, powers, responsibilities and relationships between organizations and agencies, effectively implementing the policy of streamlining staff, implementing measures to improve the quality of cadres, civil servants and public employees in all aspects, meeting the requirements and tasks in the new situation. Innovate the work of evaluating cadres, civil servants, reward work, etc.

Currently, the Town People's Committee has 12 specialized departments and offices (implemented according to Decree 108/2020/ND-CP dated September 14, 2020 of the Government); 28 affiliated public service units.
Of which, there are 20 schools (8 kindergartens, 7 primary schools, 5 secondary schools) and 8 other public service units (the Management Board of Construction Investment Projects, the Urban Management Board, the Cemetery Management Board, the Land Fund Development Center, the Center for Culture - Sports and Communication, the Rescue and Disaster Prevention and Control Center, the Agricultural Service Center, the Urban Order Management Team). Of which, there are 2 units that are completely autonomous in regular expenditures, which are the Management Board of Construction Investment Projects and the Urban Management Board; 14 units that are partially autonomous in regular expenditures (the Land Fund Development Center, 13 kindergartens and secondary schools). The town has 7 wards that are type II administrative units.

Currently, the Town People's Committee is implementing the procedures to convert the Urban Management Board into a joint stock company according to the province's roadmap, which has been approved by the Prime Minister for the list of units eligible for equitization.

In recent times, the town has encouraged the development of non-public cultural, physical education and sports service providers; 8 private educational institutions: Xanh Tue Duc Primary and Secondary School, Sunkid Kindergarten, etc., thereby expanding and improving service quality; raising awareness, responsibility and expanding the participation of the entire population in the development of education, culture, physical education and sports...
Implementing the policy of organizing the apparatus and streamlining the payroll, in the period 2020 to August 2022, streamlining 28 people.
From the practical difficulties and shortcomings in the work of reorganizing the apparatus and streamlining the payroll, Cua Lo town proposed that central ministries and branches promptly issue Circulars guiding the list of job position frameworks and the number of employees in public service units in their sectors and fields.

Cua Lo Town proposed that the Provincial People's Committee consider adjusting the Project on job positions of the People's Council - People's Committee of the town according to the job positions in accordance with the functions, tasks and number of deputies prescribed for departments and offices, associated with a suitable staff reduction roadmap to ensure the number of employees as well as the rate of 60% of professional and technical positions (currently assigned 64 positions, very difficult for the target of reducing 5% by 2026).
According to comrade Doan Tien Dung - Chairman of Cua Lo Town People's Committee: Due to its special nature, Cua Lo Town is currently maintaining public service units such as the Urban Order Management Team and the Rescue - Disaster Prevention and Control Center.
Currently, implementing Decree 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization, and dissolution of public service units, it requires a minimum of 15 people, except for public service units providing basic and essential public service services established in accordance with specialized laws.

“Currently, Cua Lo town has 5/6 units assigned from 3 to 11 positions (except the Center for Culture, Sports and Communication which is assigned 18 positions). These units have different functions and tasks, so it is very difficult to rearrange them to ensure the provision of public services. We propose that the Department of Home Affairs and the Provincial People's Committee have appropriate general guidelines to ensure the conditions for providing public services in each locality” - Chairman of Cua Lo town People's Committee Doan Tien Dung proposed.

Speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council discussed the difficulties and obstacles that Cua Lo town reflected in the implementation of organizational restructuring.
At the same time, the recommendations and proposals of Cua Lo town, the Supervisory Delegation of the Provincial People's Council will record and summarize the recommendations to relevant authorities.
