The Provincial People's Council discussed and unanimously approved 9 resolutions, creating a legal basis for submitting to the Prime Minister for approval the Provincial Planning for the period 2021 - 2030, with a vision to 2050; speeding up the disbursement of public investment capital, promoting economic development; promptly resolving social security issues in the province.

Speaking at the closing session, on behalf of the Provincial People's Council, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, branches, localities and units, according to their assigned functions, tasks and powers, to focus on organizing the urgent, drastic and synchronous implementation of solutions to ensure that the resolutions just passed soon come into life and achieve high efficiency, in which it is noted that for the Provincial Planning for the period 2021 - 2030, with a vision to 2050, the Provincial People's Committee needs to urgently complete the procedures and documents according to regulations to submit to the Prime Minister for approval in May 2023.

Immediately after being approved by the Prime Minister, it is necessary to organize a good conference to announce the planning to widely disseminate the planning content to all levels, sectors and all classes of people. At the same time, it is required that all levels and sectors thoroughly grasp and uphold the sense of responsibility in planning management; ensure that the planning is implemented effectively and synchronously, making the most of resources to serve rapid, comprehensive and sustainable development.

Regarding resolutions related to investment policies, adjustment of investment policies of projects; adjustment of project portfolio and capital plan to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas, the Chairman of the Provincial People's Council requested the Provincial People's Committee to direct investors to speed up the implementation progress and disbursement of capital; strengthen inspection and urge contractors to construct projects to ensure progress and quality; implement capital settlement to ensure strictness, efficiency, and compliance with regulations; promptly overcome shortcomings, improve investment efficiency, and quickly put completed projects into use.

Sectors and localities need to review the entire list of works and projects that have been allocated capital in the three national target programs including: Sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas; new rural construction, period 2021-2025 to promptly submit to the Provincial People's Council for adjustment in accordance with reality, construction technical standards, achieving the set goals and contributing to accelerating the disbursement of public investment capital.

Regarding the preparation for the 2023 mid-year regular session of the Provincial People's Council, scheduled to take place from July 5 to 7, 2023, Chairman of the Nghe An Provincial People's Council Thai Thanh Quy requested the Provincial People's Committee to direct the advisory agencies to promptly prepare draft resolutions to submit to the session; send documents for the Provincial People's Council Committees to review according to regulations; and thoroughly respond to and resolve voters' opinions and recommendations sent to the previous session.

The Standing Committee of the Provincial People's Council directs the Provincial People's Council Committees to select important resolutions that have a great impact on socio-economic life to conduct surveys and collect information for the verification activities. The delegations and delegates of the Provincial People's Council, based on practical issues in the locality, thoroughly and carefully study policies and regulations to propose issues expected to be questioned at the mid-year meeting.

Conduct voter contact seriously and effectively; encourage voter contact on topics appropriate to the locality and constituency of the delegate. Each provincial People's Council delegate meets voters at least at 2 locations before the session and at 1 location after the session.
